Conditions of registration: 1 Persons of either sex, under the age of 65 years, who require care by reason of a learning disability (not to exceed 3 persons) Date of last inspection 10-11-2004 Brief Description of the Service: 19 Church Road is an adapted property situated within walking distance of Clacton town centre and the local amenities that the town has to offer. The home provides single room accommodation with two bedrooms situated on the first floor. Communal areas consist of a lounge, dinning room and activities room. The home provides an enclosed garden to the rear of the premises. This is an overview of what the inspector found during the inspection. This was an announced inspection that took place on the 5th July 2005, lasting 5.5 hours. The inspection process included discussion with two service users, although this was quite limited. However, observation of the service users during the course of the day indicated that they appeared relaxed and at ease in their surroundings. Discussion also took place with the manager and two members of staff. Tour of the premises included viewing of service users’ bedrooms, bathing and toilet facilities, as well as the rear garden area. A range of documentary evidence was also sampled during the course of the inspection. Twenty-two of the forty-three standards were inspected; of these fifteen were met, with the remaining seven being partially met. The home was transferred to the Commission’s predecessor under transitional arrangements and was thus only just borderline in terms of complying with the environmental standards; subsequently the home is scheduled to shortly undergo complete refurbishment to current required standards. What the service does well:
Service users are supported in a small homely run service. Environmentally the service only just meets National Minimum Standards. This is, however, recognised and as a result the service is shortly to undergo total refurbishment to address this matter. Service users are supported by a consistent team of staff who have known them for a number of years, and who understand their needs well. Staff receive formal supervision which they felt to be appropriate to enable them to carry out their duties appropriately. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1 and 3. The homes Statement of Purpose was deemed to be in order. Contracts of residency were generally speaking in order. EVIDENCE: The home’s Statement of Purpose was viewed and found to comply with regulatory requirements. As mentioned in the summary of this report, the home is scheduled to undergo complete refurbishment in the very near future; for this reason the contracts of residency have remained unamended. JUDGEMENT – we looked at outcomes for standard(s) 8. Service users are supported to participate in the running of the home to the best of their abilities. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 13 and 14 and 17. Service users involvement/access to community based activities is limited. Service users are provided with a healthy diet. EVIDENCE: Care plans sampled evidenced that the home had further explored opportunities for service users to participate within the community. Activityrecording sheets have now been implemented, which evidenced attendance at: • • • • Busby club Family support centre Central base College 19 Church Road I56-I05 S54624 19 Church Road V228214 AI 050705 Stage 4.doc Version 1.40 Page 11 The home’s duty rota was sampled, and indicated 2 members of staff on duty Monday to Friday, with the manager working 9-5 in a supernumerary capacity. The three weeks worth of rotas sampled all indicated only one carer per shift over the weekends which was confirmed by the manager. Subsequently, opportunities for accessing community based activities at the weekend was virtually non-existent. The home has four-weekly rotational menus which were sampled and deemed to be varied and nutritious. Menus indicated that meals are provided three times daily, at least one of which was cooked. On the day of the inspection one service user was witnessed leaving for college with a packed lunch. Discussion with another service user evidenced that they found the food provided by the home to be nice. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 22 – 23 are: 22. 23. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 and 23. Both the homes Complaints and Adult Protection Policies are corporately developed documents which were deemed to be robust. EVIDENCE: The home’s Complaint Procedure was robust in terms of protecting service users. No complaints have been received by the home or the Commission for Social Care Inspection since the last inspection. The home has Adult Protection and Whistle Blowing Policies, both corporately developed documents, which are robust in terms of protecting Vulnerable Adults. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26,27,28, and 30 The home is only just borderline in terms of meeting the environmental National Minimum Standards. . EVIDENCE: As mentioned previously within this report, the environmental standards are barely met. However, it is recognised it is the intention of the organisation to totally refurbish the home. Tour of the premises evidenced them to be safe and accessible to service users. Toilet and bathroom facilities were just adequate. On the day of the inspection the home was bright and cheery. Service users’ rooms viewed were seen to contain all of the furniture required under Standard 26. The home has adequate indoor communal space to which service users were seen to have access.

Although the laundry facility had everything necessary to fulfil its role and meet the needs of the service users, it was clearly in urgent need of refurbishment as it is barely adequate and just about complies. Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 33,34 and 36. Service users have been supported by the same team of staff for a long time who understand their needs well. The homes recruitment practices continue to require further development to ensure that service users are adequately protected. Staff receive adequate levels of supervision. EVIDENCE: Turnover of staff at the home remains low; the home does not use agency staff. Staff providing personal care to service users are all aged over 18, and those left in charge of the home are all aged over 21. As mentioned previously, staffing levels require reviewing urgently to find a way to increase the staffing levels of the home at weekends to facilitate activities. Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 37,38,41 and 42.and 43. The manager is pursuing the Registered Managers Award. The ethos of the home is one of openess and inclusiveness. Service users interests are protected by the homes policies and procedures. A business plan for the home has yet to be developed. EVIDENCE: The manager does not currently hold the Registered Managers Award, although it is in the process of being pursued. Records required by regulation for the protection of service users were seen to be in order. The manager spoke of being in the process of developing a business plan for the home.
