Persons of either sex, under the age of 65 years, who require care by reason of a learning disability (not to exceed 3 persons) 20th July 2004 Date of last inspection Brief Description of the Service: 19 Church Road is registered as a three-bedded residential care home for adults with a learning disability, situated within a residential area of Clactonon-Sea. This is an overview of what the inspector found during the inspection. This was an unannounced inspection, which took place over one day in February 2006, lasting 2.5 hours. Currently no service users are in residence following a complete interior refurbishment of the premises. Service users previously in residence have all moved to one of the organisation’s sister homes situated just around the corner. Due to the above, four requirements from the previous inspection were unable to be inspected and have subsequently been carried forward. At the previous inspection twenty-one standards were inspected, of which fifteen were met; of those not met three remain unmet at this inspection. Twelve core standards remained to be inspected at this inspection, however due to no service users being currently in residence a number could not be inspected. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. The home’s practice would now indicate that service users would be protected from the risk of harm and/or abuse. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 25,26,27 and 30. The environment is very homely, comfortable and safe. Service users’ bedrooms were well equipped so as to enable them to maximise their independence. Toilets and bathrooms are provided in sufficient numbers to meet service users’ needs and to ensure their privacy. On the day of the inspection the home was seen to be clean and tidy. EVIDENCE: A tour of the premises evidenced that the home is suitable for its stated purpose, being accessible and safe. The premises were comfortable, bright and cheery and were in keeping with the local community. The home is situated within easy access of local amenities. Furnishings and fittings were seen to be of a good quality and were domestic in nature. 19 Church Road DS0000054624.V262297.R01.S.doc Version 5.1 Page 13 Each bedroom visited was individually decorated and equipped with all of the following: • • • • • Bed Double wardrobe Chair Bedside cabinet Chest of drawers There was evidence of there being a sufficient number of electrical sockets. Bedding, curtains and floor coverings were of a good quality. There were facilities for service users to lock their bedroom doors from the inside, although an override device was available to staff to use in the event of an emergency. Service users’ bedrooms have en-suite facilities. However, where this is not the case, service users have hand washbasins fitted in their rooms and have access to a bathroom nearby which they share with no more than one other person. The laundry room facility at the home is sited in a purpose-built shed at the rear of the property, which has hand-washing facilities as well as heating. The machines are industrial in nature. The floor surface is concrete and has yet to be finished of so that the surface is impermeable. STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1. Standard YA5 Regulation 5 Requirement The registered person must ensure that service users’ contracts of residency specify their room occupancy. This requirement has been carried forward as it was not possible to inspect it at this inspection. The registered person must further develop records of service users’ activity interests, and use these to enhance the quality of community participation.
