Conditions of registration: 1. 2. The age/age range of the persons to be accommodated will be 35 - 65 years. Any person accommodated within the category of sensory impairment will only have a hearing loss/deafness. 22nd November 2004 Date of last inspection Brief Description of the Service: The home is comprised of a converted semi-detached house and a twobedroom annexe next door accommodating seven people in total. It is situated in a busy road in Caterham near to all facilities and is indistinguishable as a care home, instead blending in well with the local community. All accommodation is of a very high standard. The home is owned by Westway Care Homes which a fairly recently registered service. The proprietor is also the manager of the home. This is an overview of what the inspector found during the inspection. The inspection was second of the year 2005/6 and was conducted by an inspector from CSCI. Three members of staff were on duty and four of the five Service Users in the home were spoken with. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7, 8, 9 and 10 The systems for Service User consultation are good with evidence that their views are sought and acted upon. EVIDENCE: Risk assessments were in place where appropriate. During the inspection it was evident that staff respect the Service Users’ right to make decisions. Evidence was provided with examples of the Service Users’ opportunities to participate in the day-to-day running of the home. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11, 12, 13, 14, 15, 16 and 17 Links with relatives, friends and the local community are good. These links support and enrich Service Users social and educational opportunities EVIDENCE: All Service Users go out into the local community on a regular basis supported by members of care staff. The manager stated that Service Users are going out on excursions and holidays, risk assessments were seen as part of the daily activity programme in the home. Service Users had access to a range of appropriate leisure opportunities in accordance with individual preferences. They were encouraged to pursue individual interests and hobbies. Staff attempt to maintain links with Service Users’ families. There are no restrictions in terms of visiting times. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 25, 26, 27, 28, 29 and 30 The standard of décor and equipment in this home is very good with evidence of improvement through continual maintenance and refurbishment. EVIDENCE: Overall the home was in very good condition; appropriately decorated, well maintained and furnished to a very high standard. There were sufficient bathrooms and toilets to meet the national minimum standard. Service users are supported by competent and qualified staff. Service users are supported by an effective staff team. Service users are supported and protected by the home’s recruitment policy and practices. Service users’ individual and joint needs are met by appropriately trained staff. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 32, 33, 34, 35, and 36 The staff have a good understanding of the needs of the Service Users in this home. This is evident from the positive relationships that have been formed between the staff and the Service Users. EVIDENCE: Staff spoken to at the day of the inspection had a good understanding of their job descriptions and their responsibilities and they were able to identify the roles of other members of staff in the hierarchy. Communication between staff was good. Training and development of staff has been given a high priority with 75 staff doing the NVQ and a range of other training to help them care for and support the service users. The manager/proprietor is involved in all aspects of staff recruitment and policies and procedures were in place for recruitment and employment. Records of good practice were seen in the Home. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 37, 38, The manager is well supported by the senior staff team in providing clear leadership throughout the home with all staff demonstrating an awareness of their roles and responsibilities. EVIDENCE: The manager has completed NVQ Level 4 and the Registered Managers Award and has had extensive relevant experience. He is employed full time and works alongside other staff on the rota. There is good leadership and consistent direction to staff in this home to ensure that Service Users receive consistent quality care.
