What the care home does well

40 St Clements Drive is a comfortable and homely environment. The support needs of the residents are clearly identified and regularly reassessed. The staff team are aware of the needs of the residents and they have a good rapport with them. The residents have access to the community and to college courses; they also spend a day each at home, which gives them the opportunity to do household tasks and to arrange any healthcare or leisure appointments. Staff training is well organised and comprehensive.

What has improved since the last inspection?

Since the last inspection, the registered manager has sourced a new style of licence agreement, which is more user-friendly. The exterior of the house has been painted, repairs have been undertaken, redecoration has taken place within the home and new flooring has been laid. The registered manager has achieved her NVQ4.

What the care home could do better:

The residents` bedrooms have not been redecorated for a number of years and are looking dated and worn. One resident within the home is in need of a shower/wet room, as she is no longer able to have a bath.

Date of last inspection 21st June 2005 Brief Description of the Service: St Clements Drive provides care for six adults who have a learning disability. The premises are owned by Dimensions (UK) Ltd formerly New Era Housing Association and managed and registered by Royal MENCAP. The house is a two storey family style house in a residential area of Leigh-onSea. Each resident has single bedroom accommodation and shares the use of the lounge, separate dining room and the conservatory. The home does not have a shaft lift. Bedrooms and a bathroom are sited on both floors. There is a small back garden and parking area at the front of the house. Residents have access to a pleasant back garden, which has both lawn and decked area. The inspection was unannounced and took place over two hours. The home was previously inspected on 21st June 2005, and at that time, all but one of the National Minimum Standards for Care Homes were inspected and all but three of these were met with no shortfalls. During the course of the inspection, the standards that were not previously met were examined, along with records and documents. A tour of the downstairs half of the premises was undertaken and repairs to the outside of the building were noted. The registered manager was spoken with and residents and other staff members were observed within the home. What the service does well: What has improved since the last inspection? The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 5 Occupancy Agreements were of a good standard. EVIDENCE: A new Occupancy Agreement has been introduced to the residents at St Clements, which is more pictorial than the original contract. The agreement is written in user-friendly language and is more understandable. The agreement identifies the help and support available to the residents. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7 and 8 Care plans clearly identify the abilities and support needs of residents. EVIDENCE: One support plan was sampled during the inspection and this was seen to contain a clear and instructive daily routine, photographs, long-term goals, help needed to achieve these goals, any problems that may prevent this, and the people responsible for aiding achievement of the goals. A pen picture was also sampled which clearly and comprehensively outlined all of the residents daily activities and their preferences including how they like their hot drink made, their medication needs, preferred time to wake up etc. The appendices included risk assessments, medication sheets and telephone numbers of medical advisers. The support plan and pen picture clearly demonstrated that the residents were assisted to make decisions and to participate in all aspects of life within the home. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11, 12, 13, 14 and 16 The residents at 40 St Clements have adequate opportunities for personal development and to access the local community. EVIDENCE: Since the closure of Maybrook all of the residents within the home have undergone changes in their daily routines and activities. The registered manager explained that two of the residents attend AVRO on a daily basis, and that the other residents attend for four days, and spend one day at home. She stated that the residents have access to the local community college and that they have ‘community days’, where each resident has the opportunity to try out new activities and to explore what they like to do. One resident likes to go swimming and another enjoys potting bulbs. The residents are also trying out such activities as bowling, going to the library, having manicures, keep fit etc. St Clement`s Drive (40) DS0000015467.V285425.R01.S.doc Version 5.1 Page 11 Personal and Healthcare Support The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23 Residents are adequately listened to within the home and they are protected from harm and abuse. EVIDENCE: There have been no complaints since the last inspection. Staff training is comprehensive. Two files sampled had evidence of training in adult abuse and people moving during 2005. The registered manager explained that POVA training was also a key part of the induction process. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 40 St Clements Drive is a safe and homely environment, however, there are some maintenance issues. The home is clean. EVIDENCE: It was positive to note that since the last inspection a number of repair and redecoration issues have been resolved. The exterior of the house has been restored to a good standard, and redecoration of all the communal areas within the home has been completed. New carpets have also been laid within the communal areas, and damp problems have been addressed by the installation of wall fans. On the day of the inspection it was noted that one section of the newly repaired crazy paving had been damaged, however the registered manager stated that this had been reported to the maintenance team. One of the resident’s bedroom was looked at during the inspection and was seen to be shabby and in need of redecoration. The registered manager explained that one resident within the home was no longer able to have a bath, and that with specialist involvement ‘costings’ were St Clement`s Drive (40) DS0000015467.V285425.R01.S.doc Version 5.1 Page 14 being undertaken regarding the installation of a shower/wet room in order to meet her changing needs. JUDGEMENT – we looked at outcomes for the following standard(s): 35 Training of staff within the home is of a good standard. EVIDENCE: The two newest recruited staff members training files were sampled and both of these demonstrated that satisfactory mandatory training had been undertaken, and that this was in date. It was positive to note that some specialist training had also been undertaken in areas such as epilepsy, dementia, person-centred planning and risk assessments. EVIDENCE: The registered manager stated that feedback questionnaires were sent to parents/ relatives and health professionals and that a report has been compiled as a result of this, which has been forwarded to the Commission.
