6St Clements Drive provides care for six adults who have a learning disability. The premises are owned by Dimensions (UK) Ltd formerly New Era Housing Association and managed by Royal Mencap. The home is a two storey family style house in a residential area of Leigh-on-Sea. Each resident has single bedroom accommodation and shares the use of the lounge, separate dining room and the conservatory. The home does not have a shaft lift. Bedrooms and a bathroom are sited on both floors. There is a small back garden and parking area at the front of the house. Residents have access to a pleasant back garden, which has both lawn and decked areas. What the care home does well Residents benefit from living in a home were there is an established team of staff. Residents are enabled and support to be fully active (as they wish) in all community, leisure, social, recreational and occupational activities. Bedrooms are decorated and furnished to individual choice and preference. The focus of care at the home is resident led. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: The last key inspection was undertaken on 14th May 2007. Annual Service Reviews were undertaken on 12th May 2008 and 11th March 2010. We are in receipt of a current Annual Quality Assurance Assessment. This random inspection focused on specific aspects and lasted just under three hours. This included aspects such looking at the care panning recording system, health records, staff records and looking around the environment. We spoke with the two members of staff who were on duty, two residents who were in the home and the Area Manager by telephone. Prior to the visit, we had received five positive completed surveys from residents. The surveys had been completed by staff on their behalf. We also received a positive survey from a visiting health professional. Residents had been provided with information about the home in a user friendly format. There had been no admissions to the home since the last inspection. We looked at various elements of three sets of care plans and associated risk assessments. Documentation was current and the respective residents views and wishes had been clearly noted. We noted that there was opportunity for every resident to participate in a range of meaningful day time activities, such as day centres and college. Documentation recorded that residents were assisted and enabled to participate in a wide range of leisure and social activities. We looked at the homes nutritional records. The information within them demonstrated that residents had been provided with a varied and balanced diet. We noted that residents had enjoyed meals out and take aways. Staff we spoke with understood the current safeguarding adults from harm reporting procedures. They also understood the homes whistle-blowing policy. There was an established advocacy system in place. The home was clean and comfortable. One resident asked if they could show us their bedroom. It was homely, personalised, comfortable and contained items of personal items. They told us that they liked their room very much. The communal areas of the home were well furnished, appropriately decorated and looked comfortable. There was a clear current staff duty rota in place. Staff told us that there were sufficient numbers on duty to meet the needs of residents. Staff we spoke with knew about the residents current needs and spoke competently about their respective roles and responsibilities. The residents we spoke with appeared comfortable and relaxed in staff company. We noted that there was a natural rapport and dialogue between them. We did not look at staff recruitment records as no members of staff had started work in the home since the last inspection. We noted that there was a staff training programme in place for the current year. Staff told us that they had good training opportunities. We noted that there were staff meeting records in place. Staff confirmed that they meet individually with the manager on a regular basis. We noted that the Area Manager had visited the home on a regular basis and there were reports in place to confirm this. The Area Manager told us that a recent Quality Audit had just been completed. We noted that records were in place demonstrating that the fire alarm system and the emergency lighting system had been checked on a regular basis. The Local Authority had undertaken a monitoring visit on 5th March 2010. There was a log of maintenance and repair in place. We noted that all matters requiring attention had been addressed promptly. We looked at the COSHH data information folder. It s recommended that the manager reviews the information within the folder to ensure that it is current. We noted that there was an accident reporting format in place. We saw records to support that regular residents meetings take place.
