What the care home does well

This is a care home where younger adults with autism are well looked after. It has a competent staff team who understand the needs of the people living there. Staff on duty were very caring and considerate and the atmosphere was very homely. A range of activities is provided for residents to take part in. Activities are usually provided on a one to one basis, which are linked to the needs and abilities of each resident.

What has improved since the last inspection?

Residents` care records are kept locked away. This means that personal information is kept confidentially. All the necessary policies and procedures to ensure the home is well run have been drawn up and made available to staff.

What the care home could do better:

Care plans provide a lot of information about the needs of each resident. Some thought needs to be given about how the information is presented to make sure staff are clear about what they should do to provide care to each resident.

It is a semi detached property, which has been extended and adapted for its current use, and is located in the town of Bognor Regis. The property is a three storey building providing private accomodation to service users in six single bedrooms located on the first and second floors. Communal accommodation is made up of two lounges and a dining room located on the ground floor. An enclosed garden, which is available to service users, is located to the rear of the premises. The registered provider of this service is Sussex Autistic Community Trust (SACT). The Responsible Individual acting on behalf of the organisation is Mrs Jean Rose. The Registered Manager is Mrs Karen Phillips, who is responsible for the day to day running of the care home. 5 Ellasdale Road H60-H11 S61616 5 Ellasdale Road V239120 190705 Stage 4.doc Version 1.40 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The inspection was unannounced and started at Midday. It took place over four hours. Most of the inspection was spent looking at what it was like to live in the care home and the kind of lifestyle and activities provided to residents. The manager introduced the inspector to two residents who were at home. Residents accommodated have autistic spectrum disorders and find it very difficult to tolerate changes in routine or new people being introduced to them. It was, therefore not possible to have meaningful discussions with them. However, the inspector was able to have lunch with two residents and observe how staff worked with them. The inspector spoke two of the four staff who were on duty and one member of staff who was undertaking induction training. The inspector also spoke to the manager and to her deputy managers. One of the deputy managers showed the inspector around the care home. Some records were also examined. JUDGEMENT – we looked at outcomes for standard(s) 6 and 10 A care plan has been drawn up for each resident which reflects their individual needs and goals. Information about each resident’s care needs is kept confidentially. EVIDENCE: Records seen showed that a comprehensive care plan has been drawn up for each resident. It was not possible to confirm if residents know their changing needs are reflected in care plans. Due to the complex needs of each resident, the information provided in care plans is extensive. However, the quantity of information which each record contains may prevent staff from fully understanding what they are expected to do to provide for the needs of each resident. Consideration should be given to ensuring information is presented as clearly as possible to prevent misunderstandings. This will ensure residents will continue to receive good quality support from staff. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 13, 14, 16 and 17 Residents at 5 Ellasdale Road have been provided with opportunities for personal development. They are able to take part in appropriate leisure activities. The food is of a good standard, and offers a choice of menu. People are able to eat together or on their own should they prefer. Sufficient staff is available to assist those residents who need help and supervision with eating and drinking. EVIDENCE: On the day of the inspection residents were taking part in a range of activities. Each resident had a planned schedule for the day. This was on display on a white board in the kitchen. The white board showed where and when each resident was due to be and what they were doing during the day. Staff on duty had been allocated to work with each resident to ensure they were able to take part in planned activities. One resident had spent the morning at a local horse riding stables. Two other residents had been out for a ride in the car and had lunch out. One resident was at a day centre for the day. One resident was at home with her parents and was due back at the end of the week. The inspector saw two residents who were at home. They were able to show that they were enjoying what they were doing and were being helped by staff where necessary. A range of equipment was available to residents in this care home. There were musical instruments, games and puzzles, a television and video player in the lounges. Residents also had specialist equipment in their own rooms. Such equipment included tactile pads, fibre optics and rope lights. A trampoline and specially adapted swing were available in the garden. The manager told the inspector that the staff were in the process of building and equipping a den in the garden for a resident. Records seen showed that the activities provided were linked to the needs and abilities of each resident. The inspector joined two residents for lunch. The lunch was cheese salad sandwiches followed by yoghurt and jam tarts. A resident helped staff to prepare the meal. Menus seen showed that residents are provided with a varied and nutritious diet. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. JUDGEMENT – we looked at outcomes for standard(s) 18 Staff on duty are aware of and sensitive to the way in which residents prefer to receive personal support EVIDENCE: The inspector joined two residents for lunch. During the meal the inspector observed how staff supported residents. Staff provided residents with verbal prompts and guidance to help them complete tasks. Such prompts were given in a sensitive manner which assisted residents in keeping focussed on the task in hand. Records seen demonstrated that staff are provided with information and guidance with regard to how they are expected to work with each resident. Care plans provide a lot of information about the needs of each resident. Some thought needs to be given about how much information is necessary for staff to be clear about what they should do to provide care to each resident. JUDGEMENT – we looked at outcomes for standard(s) 24 and 30 On the day of the inspection 5 Ellasdale Road was clean, appropriately furnished, decorated in a homely manner and well maintained. This made it very pleasant for residents who live in the home. The location of the home is suitable for the residents who live there. This care home was clean and hygienic. EVIDENCE: The inspector viewed all the communal areas and the bedrooms of three residents. The door to each room has a picture of the room inside. This helps residents to know where their own room is or where other rooms are located. The environment was attractively presented and was homely, safe and comfortable for people who live there. Residents have been helped to make their rooms comfortable and to reflect their own personality. JUDGEMENT – we looked at outcomes for standard(s) 32 and 35 5 Ellasdale Road is adequately staffed with employees who are skilled and experienced in providing care to residents with autistic spectrum disorders. EVIDENCE: Rotas were seen which showed that staffing levels were sufficient to ensure residents are well cared for. The inspector spoke to the staff on duty. The inspector also attended the handover between shifts. Staff informed the inspector that they have been provided with a range of training, which helps them understand how they should provide care to people with autistic spectrum disorders. All staff knew about the individual care requirements, which had been agreed with each resident. The inspector spoke to a new member of staff who was receiving induction training. This person was able to explain the areas this training has covered. This will mean that, as a new member of staff, they will be fully aware what is expected of them before they start to work with residents.
