Conditions of registration: Date of last inspection 14th June 2005 Brief Description of the Service: 54 Somerville Gardens provides care for up to six adults with learning disabilities. The premises consist of a large detached house in a residential street in Leigh on Sea. There are six bedrooms at the home, four are on the first floor, a planned move has taken place and two residents bedrooms are now on the ground floor. The office has been moved upstairs to the first floor. There is a bathroom and toilet on the first floor, and a shower and toilet on the ground floor. There is a large kitchen and living/dining room. The garden is adequately sized. The home is within easy walking distance to the local shops and public transport. The home has pleasant sea views. This is an overview of what the inspector found during the inspection. The inspection was a routine unannounced visit to the home and took place over two hours and thirty minutes. The registered manager assisted in the process of the inspection and three residents talked about their life living at the home. A tour of the house took place and time was spent looking at some records and documents. The two requirements from the last inspection had been mentioned and the two good practice recommendations are being processed. The broken cupboard doors in the kitchen need to be repaired. The bath panel is shabby and needs to be repainted, planned improvements to the home include putting the Service Users Guide onto a DVD, as well ass written, with photographs and person-centred information about the house. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3,5 54 Somerville Gardens provides effective information for prospective residents to decide whether the home can meet their needs and aspirations. Assessments are detailed and reflect the needs of the residents. All residents are provided with a contract and statement of terms and conditions within the home. EVIDENCE: The home provides information to prospective residents about the services and facilities available. Prospective residents visit the home several times, stay to tea, meet the other residents living at the home and stay for a weekend before making a decision about living there. All the residents living at the home are involved in this process and consulted on their opinions whether they think the new resident could fit in. All the residents living at the home have been provided with a revised terms and conditions and contract with the home which reflect the new Minimum Standards for adults in care homes. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Residents are supported to take risks as part of an independent lifestyle. EVIDENCE: It was evident that residents are involved in all aspects of running the home. Two residents living at the home have participated in risk assessment training accompanied by three staff and all received certificates. Residents expressed that they enjoyed the day and will be involved in the process of future training courses. All risk assessments seen had been revised and updated. One resident’s file evidenced a number of risk assessments, one of which included behaviour monitoring and strategies for staff on how to deal with issues arising which arise sometimes throughout the night. Staff discuss residents’ needs at regular staff meetings and risk assessments are reviewed as needs of residents change. Two residents spent time showing their person-centred plans and discussing the contents which showed personal

Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were all met at the last inspection. EVIDENCE: These standards were not inspected at this inspection but it was evidenced during the process of inspection that the atmosphere in the home was very relaxed, friendly and person-centred, two residents were seen completing daily tasks and then listening to music, singing along to the music and dancing, both residents appeared very settled and commented that they were very happy and comfortable living at the home and said staff were kind and friendly. Another resident relaxing in her room watching TV said she liked to spend time quietly in her room and expressed that she is very happy living at the home, said the staff are very kind and caring and she is satisfied with her lifestyle. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 21 A procedure is in place for dealing with death and dying and supporting residents who are ill. EVIDENCE: The organisation has a policy and procedure in place for death and dying and supporting residents who are ill. The policy of the home is to provide extra care and support in times when residents are ill and staff support them back to good health. The manager of the home gave examples of two residents who became ill and extra support was given in washing, dressing, feeding and encouraged by staff for a number of months until they both recovered and were able to maintain their regular routines and lifestyles. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were assessed and met at the last inspection. EVIDENCE: It was noted that during the course of the inspection a notifiable incident which occurred in January 2005 was raised and discussed which concerned a new member of staffs’ misuse of work-time. This incident has been reported to the Commission. The matter has been investigated by an independent manager and an action plan is in place. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were assessed and met at the last inspection. EVIDENCE: It was noted that since the last inspection, plans have taken place and the office has moved upstairs, and a less able resident downstairs to the large room which was the office. The resident spoken to said she was very happy about the move and liked her new bedroom. During the course of the inspection two improvements were identified, the bath panel was shabby, the paintwork was chipped, this will need repainting, and the broken cupboard doors in the kitchen need repairing. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were assessed and met at the last inspection. EVIDENCE: It was noted that at least 50 of staff, including the manager, are working on NVQ training. Training is planned for new staff which includes POVA, protect and respect, and respond and respects. The manager of the home continues to manage the home well and ensures the residents are kept safe and well. JUDGEMENT – we looked at outcomes for the following standard(s): 39 The home is well run and the manager fully involves the residents in the development of the home. EVIDENCE: The home has undertaken a quality assurance monitoring programme which covers the management and organisation of the home. This includes the views of the residents, their families, and professionals involved in the care of the residents, a quality review has been carried out and a report of the findings is available. Residents living at the home are fully involved in the running of the home and are consulted and enabled to live an independent lifestyle with support of staff.
