It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

People using this service are mixed gender and may have dementia, physical or sensory disabilities as secondary conditions. Annual Service Review Page 2 of 6 Number of places (if applicable): Under 65 Over 65 6 6 0 0 The home is operated and managed by Welmede Housing Association. Surrey Primary Care Trust employs the staff team. The property is a large, detached, single storey bungalow that has specialist adaptations and equipment to meet the homes stated purpose and needs of people currently living in the home. It is domestic in scale and character and located in a residential area, central to the village of Woodham and near the town of Addlestone. Local shops and other community amenities are within walking distance. Bedroom accommodation is all single occupancy without en-suite facilities but includes washbasins. All areas including the garden are wheelchair accessible. Facilities include a spacious bathroom with adapted bath, a separate shower room and there are two toilets. There is a good size, combined lounge/dining room, which opens onto a small sun lounge and in turn this leads to a pretty, enclosed garden. There is parking space for two or three cars at the front of the premises. Fee charges are 59, 415 pounds per annum. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys were sent to people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The manager was again late returning their Annual Quality Assurance Assessment (AQAA) to us, and a reminder letter was sent. When we did receive this document it contained the information we asked for, and had identified areas for improvement during the next twelve months. However, the manager had added extra sheets with this document that made it very bulky and difficult to read through. During a telephone conversation with the manager we advised that they look at the Care Quality Commission website and read the guidance in regard to completing the AQAA. We looked at the information provided in the AQAA, the last key inspection report and annual service review report. Our judgement is that the care home continues to provide excellent outcomes to people who use the service. The last key inspection for the service was undertaken on the 22nd June 2007. The last Annual Service Review was on the 19th June 2008. The AQAA informs that there are currently nine members of staff working at the home with five residents. Sixty six percent of staff hold the minimum of an NVQ level 2 and above. All staff have received training in regard to Infection Control and Food Hygiene and Handling. All staff have had satisfactory recruitment checks undertaken. Annual Service Review Page 4 of 6 Each resident has a care plan and risk assessments in place that are regularly reviewed by staff. Residents are encouraged and supported to make choices. All residents have a varied weekly programme of leisure activities, adult education classes and therapeutic sessions that reflect their needs and choices. Staff at the home are currently planning an annual holiday for residents. Family and friends continue to be encouraged to visit the home. The house has been refurbished to ensure that the future needs of residents can continue to be met. There is a complaints procedure that is in a pictorial format. The home has dealt with one complaint during the the last twelve months which was not upheld. All staff have attended Safeguarding training, and there have not been any Safeguarding issues in regard to the care home. The Care Quality Commission has not received any concerns, complaints or allegations in regard to the care home during the last twelve months. The management of the home continues to remain stable. The manager is qualified and has seventeen years experience working with people who have a Learning Disability. The manager has acknowledged in the AQAA that she has not been able to spend as much time to formal staff supervision as is required, and has acknowledged that this is an area for improvement during the next twelve months. We noted from the AQAA that a number of the homes policies and procedures are now fairly old and in need of review. The manager will need to look at this issue and ensure that the current policies and procedures take into account the latest legislation, and best practice guidance. This was discussed with the manager during a telephone conversation on the 19th June 2009, who told us that some of these were currently being reviewed. We received completed surveys from one resident, four members of staff and two health care professionals. All surveys were complimentary about the care home, however two issues were raised. Under What the home could do better, one survey informed that More training on special issues especially when training is cancelled and replaced with another one. The second issue was there should be more communication within the team in regard to appointments. These were discussed with the manager during our telephone conversation of the 19th June 2009. The manager was aware of the training issue and raised this in the AQAA. We were told that this has been discussed with the training officer of the organisation and is currently being addressed. The other issue will be addressed by the manager. What are we going to do as a result of this annual service review? We will continue with our inspection plan and the service will receive a key inspection by the end of June 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of people using the service.
