Date of last inspection 10th January 2006 Brief Description of the Service: 76 Cossington Road is a four bedroom semi-detached property situated in the village of Sileby and is part of the Homefield College group. The entire home is accessible to residents. This home is registered to care for three young adults with learning disabilities. The town centre of Sileby is within close proximity to the home and residents have access to shops, and other amenities. The home is easily accessible by public and private transport. Prospective residents are given a copy of the statement of purpose and are able to visit the home on a trial basis. Fees for the home are £456-£727. This information was received on 10th May 2006. This is an overview of what the inspector found during the inspection. This was the first key inspection for this service and took place over approximately three hours. The primary method of inspection used was ‘case tracking’ which involved selecting two residents and tracking the care they receive through review of their records, discussions with them and with the care staff and observations of care practices. Residents participated in the inspection talking with the inspector and showing him round. The inspector is grateful for this. A plan was made prior to the visit in which available information from the previous inspection report and service history was summarised. The inspection was positive indicating good outcomes for residents. No requirements or recommendations were made. What the service does well: What has improved since the last inspection? Residents’ needs are assessed in order to inform the care planning process. EVIDENCE: All files tracked contained assessments in the form of student profiles and community care assessments. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6,7,9 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents have comprehensive care plans that focus on the individual and useful risk assessments. These enable them to make choices, take risks and for their needs to be met. EVIDENCE: All files tracked contained care plans which are comprehensive documents that describe residents’ needs and how they are to be met. Residents who spoke with the inspector stated that they are enabled to make choices, one resident stated that he has a key and comes and goes as he wishes. Service users are offered a healthy diet and enjoy their meals and mealtimes. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,15,16,17 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents’ rights, activities within the local community, contact with families and the quality of the food all contribute to a positive lifestyle. EVIDENCE: Residents discussed their daily activities with the inspector. One had been at college looking after animals and the other had been working with horses. Residents are enabled to access local services; one has a bike and regularly rides to a local pub and regular swimming trips are organised. Residents stated that they are able to keep in touch with family and friends. Residents open their own mail; staff will support them to read it if necessary. The food was described as good; residents plan, buy and prepare meals with appropriate support from staff. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18,19,20 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents’ personal and healthcare needs are met and they are protected by medication policies. EVIDENCE: Residents are registered with a local GP and are supported to access this and other healthcare services. All appointments are recorded along with any advice or outcomes. The inspector examined medication and it was stored, administered and recorded appropriately. Residents are protected from abuse and their concerns and complaints are listened to and acted upon. EVIDENCE: Residents who spoke with the inspector stated that they know who to speak with if they are unhappy with the service. The home has robust policies regarding complaints and protection, staff showed a sound awareness of protection issues. The property is homely, comfortable and safe. EVIDENCE: A resident showed the inspector round the home. The property is homely, clean and tidy and was in a good state of repair. Residents have their own rooms, which are personalised with décor, pictures and belongings. There are two lounges, enabling residents to enjoy privacy without going to their rooms. To the rear of the property is a pleasant garden. This judgement has been made using available evidence including a visit to this service. Residents’ needs are met and they are protected by the recruitment and retention of a well-trained, experienced staff team. EVIDENCE: Residents described the staff as friendly and helpful. Interaction between residents and staff was positive throughout the inspection. A resident listed the staff at the home and described their individual qualities. JUDGEMENT – we looked at outcomes for the following standard(s): 37,39,42 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home is well managed. EVIDENCE: Residents spoke of the registered manager very positively. She clearly has a good relationship with staff and residents alike. Regulation 26 visits (Monitoring visits by the company representative) are carried out but still not every month although the registered manager stated that recently other activities have conflicted with visits. Residents’ views are sought regarding the home through residents meetings. Resident can choose to attend or not as they wish. One resident who spoke with the inspector was very aware of health and safety procedures including fire drills and the Control of Substances Hazardous to Health.
