What the care home does well

Residents are offered small and homely accommodation in 8 Courtenay Avenue.

What has improved since the last inspection?

The Registered Manager and staff are working on developing new care plans for residents that document their care and support needs in a variety of areas. This is to include greater emphasis on the residents` personal likes and dislikes.

What the care home could do better:

There was evidence that residents` views are sought on daily issues in the care home. Residents` views also need to be incorporated into the annual review of the quality of care and support available in 8 Courtenay Avenue, in addition to its annual development plan. There are 3 requirements in respect of building maintenance issues.

There were two service users living in the care home at the time of the unannounced inspection. The registered providers are Mr Winston Mayers and Ms Diane Eastman trading as Idelo Ltd. The registered manager is Ms Minna Roach. The home is located on a main road that leads into central Harrow. It is close to a bus stop that allows service users access to Harrow’s shops, pubs and other community and leisure amenities. The care home is a two storey dwelling with all bedrooms located on the first floor. The building is well set back from the road. All of the bedrooms are single and none have en-suite facilities. The home has gardens to the rear that are well maintained and accessible through the rear conservatory and side extension. 8 Courtenay Avenue DS0000035899.V269192.R01.S.doc Version 5.0 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The unannounced inspection commenced at 4.40pm and finished at 7.55pm. The Inspector was pleased to meet with both residents and the member of staff on duty. Residents and staff made the Inspector most welcome. Residents spoke extensively about their likes and dislikes, weekly routines, family contacts, holidays and attendance at day placements. Residents let the Inspector know what they do at their day placements. The member of staff was preparing the resident’s evening meals in the kitchen. Each resident had a different meal that was served at approximately 5.30pm. Residents commented that they had “liked” their meals. One resident had a vegetarian meal and the other had meat. The inspection included viewing the communal areas of the home and bedrooms. Residents kindly showed the Inspector around the building and they spoke positively about their accommodation in 8 Courtenay Avenue. They commented that they “liked” their bedrooms and kindly showed the Inspector some of their new things. Residents kindly invited the Inspector to view a selection of their photos of holidays, outings and social events. Residents explained what and whom the photos were of. The member of staff on duty spoke about resident’s changing care and support needs and their personal development since moving into 8 Courtenay Avenue. This included residents’ personal dislikes and likes. Residents kindly advised the Inspector that they “liked” living in 8 Courtenay Avenue. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 Residents have care plans that document their care and support needs in a variety of areas in order to ensure the consistency of the care and support they receive in 8 Courtenay Avenue. EVIDENCE: The Inspector spoke with the Registered Manager, Ms Roach on the telephone, who indicated the changes that the care home are making to the care planning arrangements in 8 Courtenay Avenue. This work was to be completed by 15/12/05. An example of the new documentation has been forwarded to the Commission for Social Care Inspection. Care plans were in place for both residents and included their likes and dislikes though there was varying levels of documentation for each resident. One resident, however, had moved into the care home more recently. The Inspector was unclear what reviews had been carried out for each resident as is required and viewed little current documentation to this effect. This is also an area that is being developed. There was some specific guidance for staff on how to work with individual residents. Risk assessments were in place in respect of each resident. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. JUDGEMENT – we looked at outcomes for the following standard(s): 24 EVIDENCE: Residents kindly showed the Inspector around the building. This included where they sit in the lounge and dining room. The building presented as warm and comfortable with lots of homely touches. Residents said that they “liked” the house that they live in. The care home was clean, during the unannounced inspection, and free of offensive odours. Three maintenance items were noted that are listed in the requirements below. The care home is on a main road into central Harrow and is close to a bus stop. Resident’s views also need to be incorporated into the annual review and development plan for 8 Courtenay Avenue. EVIDENCE: The Inspector did not view any evidence of an annual review of quality of care in the care home as is required. The member of staff on duty believed that questionnaires had been developed for this purpose. This process must be commenced and is required. There was evidence of staff consultation with residents on household matters during the unannounced inspection.
