What the care home does well

There is a commitment to promoting independence and the maintaining of skills. Resident`s individual needs and abilities are assessed and their care planned according to changing needs. Each resident is valued and respected; resident`s views are taken into account. Care records are comprehensive and there is good all round communication between staff, management, relatives and care professionals involved with the care of residents.

What has improved since the last inspection?

An ongoing programme of redecoration and refurbishment is in progress. Since the last inspection risk assessments and care plans are being reviewed on a regular basis.

Total number of beds 4 Service User Category Learning Disabilities over 65 years of age (LD) 9th February 2006 Date of last inspection Brief Description of the Service: 84 Kingsthorpe Grove, is a terraced property in a residential street and provides personal care, without nursing, for four adults with learning disability. The home is in the style of a large family house, with a bedroom for each service user. There is one ground floor bedroom, with shower. As there is no lift facility, service users do have to be able to safely negotiate stairs to use first floor bedrooms. There is a kitchen diner and a separate communal lounge. Furnishings and decor are to good standard throughout. To the rear of the premises, there is an enclosed garden, with garden furniture and a barbeque. 84 Kingsthorpe Grove is owned and run by the Mencap national organisation for children and adults with learning disability. 84 Kingsthorpe Grove (Royal Mencap Society) DS0000012835.V323889.R01.S.doc Version 5.2 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The main method of inspection used was ‘case tracking’ which involved selecting residents and tracking the care they receive through the checking of their records, discussion with them and observation of care practices. The inspector also spoke with care staff. Information from the provider’s pre inspection questionnaire was also used. This was a positive inspection. Good outcomes were achieved in all areas. Residents spoken with were happy with the service provided. The Inspection was undertaken during a weekend. There were opportunities to meet all the service users, and two staff on duty. This judgement has been made using available evidence including a visit to the service Residents individual needs and aspirations are assessed. EVIDENCE: Care records for all four residents accommodated were inspected. Assessment records were comprehensive and included all required information. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 6,7 and 9 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Care plans reflect residents changing needs and residents are enabled to make decisions and take reasonable risks. EVIDENCE: Care plans for all four residents were seen and found to be comprehensive. Care plans included individual preferences and abilities, communication needs and risk assessments. Care records seen confirmed that residents were making individual choices. A weekly meeting is held where residents are enabled to make choices about the following weeks menus and activities. Residents are assisted to manage their own finances. Information provided in the pre inspection questionnaire confirmed that records are maintained and each resident receives their personal allowance. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 12,13,15,16 and 17 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents are able to participate in appropriate peer activities and daily routines meet individual needs and preferences EVIDENCE: All four residents at the home attend day centres during the week. Records of all recreational activities were maintained. Activities taking place included cinemas, clubs, bingo and visiting the pub. During this inspection one resident went out for a walk and for coffee with a staff member. It was evident that staff enabled residents to maintain links with family and friends. Visitors were made welcome and residents were able to make phone calls and go out to visit their friends and family. Residents spoken with confirmed that daily routines were made flexible to suit their preferences. Menus are written on a weekly basis in consultation with residents at the weekly meeting. The lunchtime meal served during this inspection appeared appetizing and well presented, the dining area was congenial and residents appeared relaxed. Residents and staff spoken with felt that the quality of meals provided was good. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 18,19 and 20. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to the service. The personal and healthcare needs of residents are met. EVIDENCE: Residents care records were inspected and found to contain evidence of good access to healthcare services and input from healthcare professionals. Care records detailed the level of personal support required by each individual resident. Residents spoken with were satisfied with the level of personal support provided and felt able to maximise their independence. Medication records and storage areas were inspected and found to be in good order. All staff have received training in the administration of medication. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 22 and 23. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to the service. Policies and procedures in place promote protection for residents. EVIDENCE: Information provided in the pre inspection questionnaire recorded that one complaint had been received since the last inspection and that this was investigated and found to be partially substantiated and then resolved. The home’s complaint procedure was available in a user-friendly format and provided to all residents. All staff receive induction and foundation training which includes training on the protection of vulnerable adults. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 24 and 30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to the service. Residents live in a homely, comfortable and clean environment. EVIDENCE: Communal areas and two residents rooms were seen during this inspection. Communal areas appeared comfortable, homely and well maintained. Resident’s rooms were personalised and also appeared homely, comfortable and well maintained. Residents spoken with were happy with their rooms. All areas of the home appeared clean and hygienic. Information provided within the pre inspection questionnaire confirmed that all health and safety checks and maintenance work had been carried out. One staff member spoken with said that an ongoing programme of redecoration was in progress and that new furniture was on order for one resident. JUDGEMENT – we looked at outcomes for the following standard(s): Standards 32,34 and 35. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to the service. Resident’s needs are met by staffing numbers and skill mix. EVIDENCE: Because this was an out of office hour’s inspection, staff records were not available. Staff spoken with confirmed they had undergone Criminal Record Bureau checks and provided references prior to commencing employment. Information supplied in the pre inspection questionnaire also confirmed that all staff had undergone criminal record bureau checks. All staff employed have received induction and foundation training, this was confirmed by staff spoken with and by information provided in the pre inspection questionnaire. At the time of this inspection there were four residents living in the home. This judgement has been made using available evidence including a visit to the service. The home is run in the best interests of the service users to protect their health safety and welfare. EVIDENCE: The home’s manager is registered with the CSCI. Residents are regularly consulted on how the service can be improved, minutes from residents meetings included on the agenda, food shopping, going out for meals, health and safety and fire training. Health and safety policies and procedures were clear and accessible for staff and residents.
