The property is in a very rural location outside the small village of Swanton Abbott, south

The majority of places are in single rooms and nine of the rooms are located in a self contained unit in the extension. This has its own lounge and kitchenette. People accommodated within the main house generally have higher care needs. The home in addition has spacious communal accommodation and an activities room. The premises stand in extensive grounds overlooking farmland. Fees generally range from around £450 and are dependent on individual needs and support assessed at placement. We carried out an unannounced visit to the Home on 14th April 2010 following recent incidents notified to the Commission. The Manager was on annual leave at the time of our visit but the assistant manager was present. During our visit we looked around the communal areas of the Home, spoke to staff and looked at records. There were 20 residents living at the Home at the time of our visit. We did not assess fully whether the previous requirements have been met on this occasion and so they are repeated at the end of the report. What the care home does well: What they could do better:
We have concerns about the ability of the Home to meet the needs of two of the residents and about the decision that was made to admit them to the Home initially. The residents have specific needs that are very different to those of the majority of the other residents living at the Home. The care plans for the two residents are not detailed enough to provide clear guidance to staff about how to meet their needs. Evidence of regular reviews and updates of care plans is lacking. The staff are not receiving adequate training, particularly with regard to individual residents specific needs. Staff do not feel confident in meeting all of the residents needs. There are concerns about the staffing levels. There are usually four staff on duty between 8am and 5pm with three staff on duty between 5pm and 10pm. However, due to increasing frailty and increased needs there are now some of the residents who require two staff and the use of the hoist when being assisted. The staffing levels are not adequate to ensure that residents are able to be supported to take part in meaningful activities. This would indicate that the requirement made at the last inspection with regard to this issue has not been met. The Home only has a dedicated cook for five days a week and at other times a member of care staff is responsible for the cooking. The rota confirms our discussions with staff which show that at some times there are no additional care staff on duty to cover for these tasks and so the number of care staff working with residents is reduced at these times.
Care Homes for Adults (18-65 years) Page 4 of 10 The Home includes a large main house with a large separate bungalow next door. There is no call bell system and so staff may, on occasion, find it difficult to locate other staff for assistance. It also means that residents are not able to call for assistance when they need it, for example, if they have a fall. We have serious concerns about the lack of evidence of regular servicing and maintenance of fire safety equipment. We were unable to locate up to date certificates for the fire alarm, the fire extinguishers or the emergency lighting. This is of particular concern due to the fact that two of the residents smoke in their rooms. We issued an Immediate Requirement with regard to this issue. We looked at the Safeguarding adults procedure and found that this was outdated and did not include the current arrangements in place in Norfolk for dealing with allegations of abuse.
