This inspection was carried out on 15th December 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The service promotes the independence of those service users who live within the home, providing an individual activities profile for each service user. Staff were getting the home ready for the Christmas festivities and service users told the inspector that they had enjoyed the events leading up to Christmas. The skill mix of the staff team enhances the level of support given to service users as does their knowledge and understanding of the needs of service users with a learning disability.

What has improved since the last inspection?

The statement of purpose and brochure have been reviewed and updated and a copy given to the Commission for Social Care Inspection. Communication has improved since the last inspection and the registered manager has addressed any issues during regular team meetings. Monthly management meetings are held and staff on the late shifts come into work two hours early in order to attend. One of the team leaders takes a lead role in ensuring that all staff are fully aware of the plan of care for any service users admitted for respite care. The hot water tap in room 105 has been maintained. The damage to the wall in room 66 has been repaired and room 84 has been redecorated. The door to the walk in bath in the downstairs bathroom has been maintained. The fridge/freezer has had the condenser replaced. New windows have been fitted on the upstairs landing. The trees in the garden have been assessed by a tree surgeon and any overhanging branches have been lopped.

Continue with maintenance plan to fit new taps to rooms where required.

Accomodation and services may be provided to named persons aged under 65 years with the prior written agreement of the CSCI within the category of Dementia 28th June 2005 Date of last inspection Brief Description of the Service: Badgers Wood is a large detached care home situated in the village of Ottershaw in Surrey. The home is owned and managed by Surrey County Council. Accommodation is arranged over two floors and there are two respite rooms. There is a communal lounge with separate dining area and a large kitchen. The home has a computer suite on the ground floor. There is a wellmaintained garden with barbecue area and ample garden furniture. Car parking spaces are available to the front of the premises. This unannounced inspection took place over 3 hours and was the second inspection to be undertaken in the Commission for Social Care Inspection year April 2005 to March 2006. Cathy Clarke, Regulation Inspector carried out this inspection and Mr. Christopher John Mahoney Registered Manager was present as the representative for the establishment. A full tour of the premises took place and documents inspected included, the revised statement of purpose, policies and procedures and activity plans. Two service users were spoken to during the inspection and their comments will be included in the report. This was a positive inspection. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15,16 The home encourages family and representatives to take a full and active part in the lives of service users. The rights and responsibilities of service users are promoted and recognised in their daily lives. EVIDENCE: Family and friends are encouraged to visit the home at any time and are fully involved where appropriate in the service users care reviews. Service users informed the inspector that they are to spend time with their families at Christmas. One service user said that she got regular mail from her Sister in Malta. One service user flew to Germany to visit his Sister alone. Risk assessments were in place to ensure his safety. The registered manager informed the inspector that he will be sending out a mail shot in January on “Carers Rights” to families who have relatives that use the respite services of the home. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22,23 All required policies and procedures are in place to ensure that service users feel their views will be listened to and acted upon. The service conforms to the Surrey Multi Agency procedures for safeguarding adults. EVIDENCE: There have been no complaints or vulnerable adult investigations since the last inspection. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 30 A maintenance plan is in operation for the building and many improvements have been made to the home. EVIDENCE: The hot water tap in room 105 has been maintained. The damage to the wall in room 66 has been repaired and room 66 and 84 have been redecorated. One of the service users living in the home has moved into room 84 and the respite room is now room 62. Room 65 is vacant. One of the service users showed the inspector his room and stated that he liked the colour. The door to the walk in bath in the downstairs bathroom has been maintained. The fridge/freezer has had the condenser replaced. New windows have been fitted on the upstairs landing. The trees in the garden have been assessed by a tree surgeon and any overhanging branches have been lopped. It is recommended that the home continue with the maintenance plan to change the taps within the home where necessary. The home was clean and tidy and there were no mal odorous smells. EVIDENCE: Since the last inspection two staff have completed NVQ Level 2 and 3. Two staff are to register with a local college for NVQ Training in January and will commence their courses in February 2006. JUDGEMENT – we looked at outcomes for the following standard(s): 39 Service users have many opportunities to ensure that their views are heard and acted upon. EVIDENCE: Monthly service user, senior management, management and team meetings are held. Comments from service user meetings form part of the agenda at other meetings. One of the staff members responsible for the activities within the home has revised all of the plans with each of the service users and recorded their likes and dislikes. The inspector met with one of the service users in her flat and she informed the inspector that she has four key workers and on a Sunday has a 1-1 session with one of the staff to discuss how she is feeling, which activities she likes and they talk about promoting her independence. The service user informed the inspector that she does her own washing, and administers her own medication. Her hobbies include pottery and art and she is going to see a pantomime locally before Christmas.
