This inspection was carried out on 27th October 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Barnabas Care Home is a small home catering for up to three younger adults who require support and care to enable them to reach their potential within their lives and within society. The home offers warm and friendly care that is provided in a domestic setting. The residents are encouraged to be independent. Two of the residents live at the home on a permanent basis and the home offers a respite facility for one other person for some Annual Service Review Page 2 of 6 weeks of the year. The home is situated in a residential area, close to the local railway station and local amenities. The home is suitable for the needs of the residents currently there, one room is laid out like an independent flat with an en-suite bathroom and patio doors to the garden. Parking is provided at the front of the home. The rear garden is well laid out. The home has two dogs, rabbits and guinea pigs that all residents accept. In practice the residents live in Mr and Mrs Chapmans family home, which is managed more in line with an Adult Placement scheme. In view of Solihull Social Services not having an Adult Placement Scheme, this provision, by default, falls under the more robust National Minimum Standards for Care Homes for Younger Adults 2001. In order not to detract from the small homely service the Commission has made the decision to inspect the home with a lighter touch. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included:The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent their annual quality assurance assessment (AQAA) when we asked for it. We looked at the information in the AQAA and our judgement is that the home is still providing an excellent service. The manager is aware of how the home is to progress over the next 12 months which is reflected in the AQAA. This includes refresher training for staff in health and safety, first aid and food hygiene. The involvement of advocates to gain peoples views of work placements and the quality of the service they receive at the Home. Improvements to the kitchen area including replacement of work surfaces. Purchase of new garden furniture. Examples of areas highlighted by the manager as having improved in the last 12 months include some people have been encouraged to use the Boots Medisure system; continuing seeking and listening to the suggestions of residents and their family; all bedrooms have been re-decorated and one en-suite re-furbished. The AQAA states that two complaints have been received by the home in the last 12 months. We have received no complaints since the last inspection. The home continues to let us know about things that have happened concerning the people who live there since our last key inspection. This shows us that they have Annual Service Review Page 4 of 6 managed the issues well. They work well with us and have shown us that their service continues to provide excellent outcomes for the people who use it. They did tell us that they try to include the residents as much as possible in the running of the Home, housekeeping and anyone who is interested in maintaining the garden. The people who live at the Home have a high profile social programme and people are well known in the locality. Outings are undertaken as a group and individually. People living in the service completed questionnaires. We asked people in our survey a range of questions such as: Do you make decisions about what you do each day? Do you know who to speak to if you are not happy? Do the staff treat you well? Do the carers listen to and act on what you say? and Is the home fresh and clean? Four people who live at the Home for respite care or on a permanent basis responded. All of the responses were positive and people also commented, when asked what the Home does well meals, trips and holidays, I like having a garden, I like that the house and my bedroom is quiet, I liked being taught how to wash my clothes, sometimes good holidays, the Home is always well maintained and clean, I even help out by cleaning the car and vacuuming. One person further commented I am happy with everything. A survey received from a health care professional involved at the Home indicates that the Home always seeks help and advice when needed and that in their opinion all peoples social and health care needs are properly monitored, reviewed and met by the Home. No issues of concern were raised. The families of people living at the Home were also happy with the service provided and commented Mr Chapman has a real empathy with my son and has helped him develop and mature, an excellent respite Care Home were ... is well looked after by Mr & Mrs Chapman, who always give me detailed feedback on ... stay and activities/outings enjoyed, ... is made to feel very welcome, a home from home. Time is set aside to assure ... enjoys his stay at Barnabas. Mr & Mrs Chapman are friendly and give ... a relaxed home environment. When we are away we do so in the knowledge ... is very happy and well looked after. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by 15 July 2010 However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
