Care Homes for Older People Page 3 of 10 What we found:
Throughout this report the term we and us refer to the Care Quality Commission. This was a random inspection and was unannounced. All the matters looked into have the potential to effect the health and welfare of the people who use the service. We focused on specific standards and looked at the outcomes for the areas of concern as a result of issues arising from our last key inspection and ongoing concerns as a result of discussions with Lincolnshire County Council. We looked at all the care plans for each person living in the home, staff records for 2 people, quality assurance records, food records, staff rota and spoke with the manager who was present throughout our visit, 2 staff and 3 of the people living in the home. We found that despite an improvement plan from the owner outlining how they were to address the requirements from the last key inspection there was little evidence to show that all the people had been involved in identifying and contributing to their care plans. All care plans had regular detailed monthly reviews of care the last being in most cases on the 19/9/2009. There was however no evidence to show that the people themselves had been involved in these reviews. We noted that in the case of 2 people there was some information about their wishes, their likes and choices over their life. We were also concerned to note no action has taken place to obtain a reference as required at the last key inspection for all staff working in the home including those on the bank from the previous employer. We were also concerned that a new person had been admitted to the home as an emergency on the 27/9/2009 as result of a family crisis with no assessment by the manager or deputy manager and very little information as to the persons needs. We saw the quality assurance folder which showed the last quality assurance report was made by the owner on the 12/2/2009 and the last service user survey on the 27/5/2009. The manager confirmed with us that no further reports had been made since then. We saw staff spending time and talking to the people who were in the lounge or in their bedrooms. People we spoke told us they were satisfied with the care. Part of our visit was to follow up an anonymous complaint we had received about the variety of food and number of hours staff were working. We looked at the food records and could see nothing to indicate that the people were not receiving a balanced, varied and nutritious diet. We also found at this visit that there were a number of staff who were working over 60 hours a week and although there was no evidence to show this was putting them or the people at risk this could pose a risk. What the care home does well:
The people live in comfortable and homely accommodation. They are also offered choices about what they wish to do and to make decisions about how they spend their lives. People who live in this home told us they were happy with the facilities provided and the way the staff care and support them. They told us, I love the staff and I like being here. They are offered a varied menu that takes into consideration their likes and dislikes.
