Care Homes for Older People Page 3 of 9 What we found:
Throughout this report the term we and us refer to the Care Quality Commission. This was a random inspection and was unannounced. All the matters looked into have the potential to effect the health and welfare of the people who use the service. We focused on specific standards and looked at the outcomes for the areas of concern as a result of issues arising from our last random inspection visit and ongoing concerns as a result of discussions with Lincolnshire County Council. We looked at the care plans for 2 people living in the home, staff records for 4 people, quality assurance records, staff rota and spoke with the manager who was present throughout our visit and spoke with 2 of the people living in the home. We found that the improvement plan from the owner outlining how they were to address the requirements from the last random inspection visit had been addressed. Each person had a new more detailed up to date care plan as a result of a new care planning system being introduced. We could see that relatives of the people had agreed to the care plan which was shown by their signature. There was more information to show that staff had taken into account peoples wishes, likes and choices. Action had taken place to ensure that staff were recruited correctly and safely and each member of staff had a staff file. We also saw that considerable improvements had taken place about monitoring quality assurance. There was a folder with detailed monthly reports made to the home by the owner as required and 2 weekly quality monitoring reports by the manager which covered care, environment and staffing issues. We also found that improvements had been introduced in the way records were managed and organised and some records were now being stored in an office on the first floor. In addition the owner had commissioned an independent review of the home by an outside consultant. As a result an action plan had been produced with timescales when action was required. The manager told us some of these had been acted within the timescale, some were being acted upon and some had not been acted upon yet. The manager told us that a staff training programme had been arranged for 2010. The training would cover Health and Safety, Infection Control, Safeguarding adults, Moving and Handling, First Aid, Challenging Behaviour and Mental Capacity and Deprivation of Liberty. We discussed the observation that at the previous inspection visit we had noticed that some staff were working very long hours. The manager told us that this had been addressed by recruiting new staff but there was one person working 60 hours a week on night duty but she was addressing this and we saw a person attending for interview during our visit.
