To follow up concerns which had been conveyed to us by the London Borough of Enfield. The outcome is as follows: We arrived at the home at 10:30am to undertake an unannounced random inspection. Due to the fact that the home was empty the provider was contacted on the telephone. He then contacted the one identified person living at the home and they returned home at approximately 2:20pm with one staff member. On entering the home we found the home to be free from offensive odours. Following a tour of the home including the bedrooms having sought the permission of the one person living in the home, who also accompanied us along with a member of staff to look around the premises. We found the home to be clean and tidy. The bedroom that the identified person was living in did not have a suitable curtain rail to ensure that the person could have their curtains hung up appropriately. The person informed me that the curtains did not keep out the light to enable them to sleep at night. This persons wardrobe and chest of drawers did not have handles to allow the person to have access to their clothing easily. The record of maintainance undertaken indicated that these maintainence tasks had been acted upon. This was not the case on the day of the inspection. During the tour of the home the kitchen was also inspected. The food stored in the kitchen cupboards and fridge freezer consisted of a range of value processed foods which are high in sugar and salt content. There was a limited amount fresh fruit and vegetables. The quality of the food provided needs to be improved to ensure that it is wholesome and nutritious. A discussion took place with the one identified person living in the home. This person informed us that she had been shopping that day with the member of staff at wood Green shopping centre and had also had lunch out. During the conversation this person also informed us that they were going to move out of the home very soon. This person could not confirm when they were going. However they did inform us that they were going abroad on a holiday with their family. On their return they were going to move into their new home. The manager will need to clarify with the Care Quality Commission the planned arrangements for moving this person out of the home. On the day of the inspection we asked if the staff member knew the name of the acting manager that was responsible for the management of the home. The home is now owned by a new provider. The staff member could not provide us with any information in relation to this person. They were not identified on the homes rota. We saw no evidence that a new manager had been appointed to the home. However following this inspection the provider has informed us that he is making an application for registration. The rota was inspected and appeared very confusing. On the day of the inspection the identified person that was due to work that day had called in sick the evening before. This meant that the sleep in member of staff had covered their shift. The rota needs to be accurate to reflect the actual staffing situation in the home.

This will ensure that people living in the home are provided with nutritious food. That will promote their health and wellbeing. 3 24 23 The provider must ensure 10/12/2009 that handles are replaced on the identified persons wardrobe and chest of drawers. No. Standard Regulation Requirement Timescale for action they have stored away. 4 24 23 The provider must ensure 10/12/2009 that the curtain rail in the identified persons bedroom is repaired and made secure. This will ensure that the identified persons curtains can be hung correctly to ensure that the light is kept out of the room. This will allow them to sleep well at night. 5 33 17 The provider must ensure that the rota is clear and accurate and reflects the actual staff on shift. This will ensure that clear up to date information is available to the people that need it. Recommendations These recommendations are taken from the best practice described in the National Minimum Standards and the registered person(s) should consider them as a way of improving their service.
