Conditions of registration: Date of last inspection Brief Description of the Service: The registered provider also lives in the house, as do their family. It is a pleasantly furnished house and has a real sense of a homely environment. The home has a spacious living room and there is also a dining area in the kitchen. This is an overview of what the inspector found during the inspection. This inspection visit took place on a Tuesday and the service user, the proprietor and their spouse were present. Briar Avenue is very much like a family living environment as the proprietor and their family also live in the same house. For this reason the Commission takes a proportionate approach to many of the technical aspects of providing a care service as this is more like a family living environment rather than a care home. The person who lives here still clearly sees this as their home and obviously feels very relaxed and comfortable here as was seen by the way this person reacts to the proprietors. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standard 2 was assessed at this inspection. No judgement other than good can be reached in relation to Standard 2 as no new service user has been admitted to the home since the home was registered with the Commission in January 2006. EVIDENCE: The home used to be a part of an adult placement scheme until January of last year. At the time the scheme that the home was a part of ceased to operate and the premises were registered as a care home. The service user who lives here has done so for over 6 years and the proprietor does not envisage that anyone else will come to live at the home in the future. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 6, 7 & 9 were assessed at this inspection. The person who uses this service can continue to feel confident that the people who care for her at the home know what she needs and that she is allowed to live the sort of life that she is able to choose. EVIDENCE: The Proprietor has cared for the person whop lives here for over six years. Discussion with the proprietor showed that there continues to be a very detailed understanding of this person and that she is allowed to make as many choices as she is able to make about how to live her life. Their social worker and other professionals see this person regularly and it is very clear that their care needs are well monitored. Six monthly Care Programme Approach reviews occur and the latest of these, completed in May of this year, shows that this person continues to be cared for appropriately. The risk assessment tells the people who care for this person, and others, how to make sure that they are kept safe from anything that might harm them. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 12, 13, 15, 16 & 17 were assessed at this inspection. The person that uses this service can continue to feel confident that the staff of the home will provide opportunities to develop her personal and social skills. This includes active support to participate in the community both in terms of the activities of daily life and leisure interests. EVIDENCE: The person who lives here goes to a day centre on 4 days of every week and is also supported to make full use of local facilities and go to the shops and make use of other things in the community such and places of interest. The home is very close to bus stops and a train station only a short walk away although the family car is used for transportation most of the time. The people who care for the service user encourage her to keep in contact with her friends. There are not many rules at this home. The person who lives here is allowed to use the entire house, except other family members rooms. She is also allowed to make choices about what she wishes to eat. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 18, 19 & 20 were assessed at this inspection. The person who uses this service can continue to feel confident that she will get the right support to take care of their personal and healthcare needs, including proper support to take medicines safely. EVIDENCE: The people who live and work at the home know the person who lives here very well indeed and are fully aware of how she prefers to be supported and cared for. The person who lives here usually goes to see a local GP if she is not feeling well. The staff are very good at writing down anything that happens if she becomes unwell. If she has an illness or something else is wrong with them then the staff do know what this is and how to help them to get the treatment that they need. There is also proper help and support provided to ensure that she can safely take her medicine each day. The staff are also good at making

The Commission considers Standards 22, and 23 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 22 & 23 were assessed at this inspection. The person who uses this service can feel confident that the staff team at the home know what to do if there are complaints. EVIDENCE: The home has never had any complaints reported and there have been none made to the Commission. There is clear information about what to do if complaints are ever made. The staff are good at making sure that the person who lives here is protected from abuse (this means that the staff at the home do everything that they can to prevent the service user from being hurt by someone else). There is also clear written information for staff about what to do if they think that a service user is being hurt or abused by another person. The home has, since the previous inspection, now obtained a copy of the Protection of Vulnerable Adults procedures that is supplied by the local authority in which the home is located. All of the people who work at the home are family members of the person who owns it, and all live on the same premises. The Commission considers Standards 24, and 30 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 24 & 30 were assessed at this inspection. The person who uses this can continue to feel confident that they are living in a well maintained, very comfortable and very clean home. EVIDENCE: The home is very comfortable and the staff do the right things to make sure that the house is a safe place for the person who lives here. The house is also kept very clean. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 32, 34 & 35 were assessed at this inspection. The service users can feel confident that there will be enough people at the home to meet their needs. The proprietor and their family all live here as well as all taking part in supporting the service user. EVIDENCE: The proprietor’s two sons also live at the house and, as was required at the previous inspection, their CRB checks have now been completed. Everyone who helps to care for the service user are members of the same family who also live on the same premises. As this is far more like a family home than a care home, many of the requirements that would be made of a traditional care home would not be suitable in a more family orientated domestic settings. The proprietor and their spouse both have knowledge and skills that have been obtained over many years of providing care. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Standards 37, 39 & 42 were assessed at this inspection. The person who uses this service can feel confident that they are living in a home that is well managed and that appropriate health and safety checks are properly carried out. EVIDENCE: The proprietor has a full and comprehensive set of policies and procedures that were obtained through a private consultancy company that are well known in the care services sector. The proprietor completed their NVQ level 2 earlier this year, as they had previously had no formal care qualification training. Having now completed this first step it is now necessary for him to undertake the NVQ level 4 registered managers training. However, both the people who care for her and other professionals are able to gauge how this person is feeling in other ways. This is well documented in reports from the various professionals who work with her and by the knowledge that the proprietor has about the way in which the service user expresses herself. The home has now completed all of the recommendations that were made by the Fire Brigade (LFEPA) as a result of their visit on 18th January 2006. The home has two small domestic size fire extinguishers, however the fire brigade had recommended that a 9 litre water based extinguisher be obtained.
