This inspection was carried out on 10th November 2005.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

The Home continues to provide a high standard of care and facilities for the residents. The environment is homely, comfortable, clean and well maintained. The extensive grounds are also well maintained and accessible to all of the residents. All residents`, relatives and visitors spoken to felt that the quality of the care was very good and that their needs were being met. Staff were described as being `very kind` and `matron is marvellous`. The approach by staff towards residents` was observed. All residents` appeared to have a very good rapport with the staff. Staff were very respectful towards the residents` and had a very pleasant and gentle approach. Residents` privacy is respected and individual requests for time for privacy observed as one resident had a notice on the door requesting not to be disturbed between certain times each afternoon. Staffing levels were satisfactory on the afternoon of the inspection. Staff continue to put a lot of effort into ensuring that residents` know what is going on in the Home each month by producing a bi-monthly newsletter called the `Brock News`.An audit of the quality of the service is almost complete. This includes consulting residents`, relatives` and stakeholders of the community. The manager continues to report promptly to the Commission any significant events that take place in the Home. The Provider sends informative monthly reports to the Commission as required through regulation.

What has improved since the last inspection?

Care plans are detailed and reviewed on a regular basis so that the residents` needs are identified and staff know what to do for each resident. A random number of care plans are looked at each month by the manager to ensure that they are being completed accurately and updated when the resident`s care needs change. A residents` meeting was held in May as a recommendation was made in the last report that the residents` should be consulted about the quality of the vegetables. This was discussed at the meeting and changes implemented. Written reports received by the Commission from the Provider indicated that the changes have been well received and further consultation has taken place through a residents` questionnaire.

What the care home could do better:

The requirements from the last inspection have been brought forward as they were unable to be assessed. The Inspector was unable to access the staff files, as the manager was not on duty at the time of the inspection. The action plan provided after the last inspection in response to the requirements made was entirely satisfactory.

It is situated in the village of Brockhampton, which is midway between Hereford, Ledbury and Ross-on-Wye. There is a village post office. The provision of public transport is very limited with a local bus which goes to Hereford 1-2 times each week. The Home provides a car driven by a member of staff, which can transport up to three residents at one time to enable them to access local facilities. This cost of this service is inclusive in the fees charged by the Home. The Home was purchased in 1996 by the Provider Dr C J Allen and converted into a care home. It is registered as a care home with nursing for a maximum of 43 residents. The service is able to offer care for adults of both sexes, who have a physical disability or are frail due to old age. At the time of the inspection, of the Homes 33 bedrooms all except one are of single occupancy rooms, the exception being occupied by a married couple. 32 bedrooms have en-suite facilities. There is a passenger lift to all floors. The gardens are well maintained and are accessible to residents. An extension to the rear of the Home is currently in progress as part of an application to the Commission to increase the numbers of registered beds. This was an unannounced inspection that took place over 3.25 hours on the afternoon of the 10th November 2005. The information within this report was obtained by observation, touring part of the premises, inspection of records, and discussion with residents, relatives and staff. The manager was not on duty at the time of the inspection. No complaints have been received by the Commission regarding this service. The building works at the rear of the building to provide further nursing beds is progressing well. Alterations internally have begun in the Home with the relocation of the clinical room to a temporary location until the extension is completed. The kitchen will be extended before Christmas, followed by the laundry facilities at a later date. An in-depth pharmacy inspection took place on the same day, this will be reported on through a separate report, which will also be available to the public. The staff have a very good understanding of the residents’ support needs this is evident from the positive relationships, which have been formed between the staff and the residents’.
