This inspection was carried out on 15th September 2005.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Good. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Brook Lodge is a small family run home which is homely and comfortable with a friendly and inclusive atmosphere. Residents are very much part of the family, and are provided with good care from dedicated staff. The care given is individualised and the staff are aware of the residents changing needs and act quickly when changes occur. Residents are encouraged to pursue interests and hobbies, and also to retain links with the community via various clubs and the church. When this is not possible due to illness, the residents participate in activities and occupation within the home. Residents feel well cared for and respected, and the owners in turn are well respected by the residents. The care plans are arranged and organised well and contain lots of good information about the resident enabling staff to have a good understanding of their identified needs.

What has improved since the last inspection?

The interior and exterior of the home is still undergoing extensive refurbishment, which is now near to completion. A new sloped entrance has been built and the home has a new front door, and both of these improvements allow residents much easier access/exit to and from the home. Two new armchairs for the residents have been bought improving their comfort and a new kitchen has been installed. One staff member although experienced in caring for older people, has commenced her induction and foundation in care practice. Care plans are being reviewed monthly and updated as changes occur.

The home provides accomodation for three residents who share facilities and services with the proprietors and their family. The accomodation consists of three single bedrooms with shared use of the family lounges and dining room. This routine unannounced inspection was carried out over 3 hours. The views of residents and staff, where appropriate, are reflected in the findings in the report. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 3 Residents’ needs are assessed informally prior to admission and the home is careful not to admit anyone whose needs they cannot meet. EVIDENCE: The care plans indicated that the residents’ needs had been assessed but this had been done after admission. The proprietor advised that visits to residents at home are carried out prior to admission and that pre-admission assessments are carried out informally and not documented at the time of the visit. Residents are given opportunities to visit the home prior to admission. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): Standard 7 Residents all have an adequate care plan with comprehensive assessments covering their health needs that are well met by the home. EVIDENCE: Care plans for each resident were inspected. The home uses a standard format in a workbook style, which clearly identifies the assessed needs of the residents and works well in the home. Staff advised that care plans are being updated and reviewed monthly or more often as changes occur. Care plans cover all aspects of the residents emotional, physical, psychological, social needs. Good detail is recorded in the assessments and the daily record, and being a small home the staff are very aware of the residents changing needs. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 and 18 The home has an adequate complaints procedure and makes every effort to protect residents from harm. EVIDENCE: The home could not locate their adult protection procedure, however this has been seen on previous inspections. The proprietors and staff have a good awareness of the correct reporting procedure for any adult protection issues. Being a small home, the staff would quickly become aware of any concerns the residents may have and the home has not received any complaints since the previous inspection. JUDGEMENT – we looked at outcomes for the following standard(s): 19 and 26 Residents’ benefit from a well maintained home that is clean and pleasant smelling. EVIDENCE: Extensive work has been going on at the home for the past few months, mostly to the exterior, but interior improvements have also taken place and further decoration is planned. The residents have been enjoying watching all the work going on and the proprietors have managed to keep any disruption to a minimum. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 33 and 38 Residents’ benefit from living in a safe and well-maintained environment and by the home monitoring and measuring the quality of service provided. EVIDENCE: The home is well maintained and is in the process of being redecorated. The proprietors are good at undertaking regular safety checks on the hot water, the fire alarm system and all equipment is regularly serviced. Being a small home, formal quality monitoring is not undertaken, however, the care plans are regularly reviewed, and the staff are always communicating with the residents and relatives to ensure they are satisfied with the service they receive. Residents said they liked living there and were happy to be there.
