Conditions of registration: 1. The home may also accommodate one person with a physical disability aged 55 years to 64 years on admission. 7th June 2005 Date of last inspection Brief Description of the Service: Brookdale is a care home for older people, providing nursing and personal care. The home is a traditional Georgian listed property which has been converted to provide nursing care for 40 older residents. Brookdale is situated in a pleasant residential area of Kidderminster, close to local amenities. The home provides accommodation on the ground and first floor, consisting of single and double bedrooms, lounges and dining areas. The home has a pleasant and wellmaintained garden which residents can access weather permitting. The home does not have a registered manager in post however Elizabeth Parker who has been the deputy of the home for a number of years is applying to the Commission to become registered. This is an overview of what the inspector found during the inspection. The inspection took place during the morning and concentrated on those standards not inspected at the last visit and requirements from the last report. In total 25 comments were received; 8 residents, 5 General practitioners and 12 relatives/ visitors responded. Comments from relatives were;‘All the staff are very caring to all the residents and they are all very hard working people’ ‘Overall care level ok but some problems e.g. door shut and bell left out of reach’ discussion took place with the acting manager who has since addressed this problem. ‘The staff are always very kind, cheerful caring and capable doing a very difficult job’. Comments from GP’S were;‘The best nursing home in the area’ ‘I have a number of patients in Brookdale and feel they receive a good standard of care, I am always contacted appropriately’. What the service does well: What has improved since the last inspection?
Most of the 41 requirements from the last report have been addressed. The inspector acknowledges the work undertaken by the acting manager. Policies and procedures were readily available for inspection, the acting manager has worked hard to ensure all staff are trained and able to care for residents in a safe environment. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 The acting manager or one of her team assesses residents before admission to the home to ensure the placement is appropriate to their needs. EVIDENCE: The care plan of the last resident admitted to the home was inspected. The assessment is based on the activities of daily living; the document had been filled out in detail and contained enough information for a basic care plan to be formulated on admission. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7&9 Medication policies and procedures ensure residents receive medication in a safe manner and those residents who self medicate are risk assessed and monitored to ensure compliance. EVIDENCE: Medication policies and procedures are under review following new regulations on disposal of medication. Medication charts were examined and signatures for medications given had been filled in appropriately; there were some signature gaps during a night period. Medication received into the home needs to be documented. The homely remedies policy was out of date and a new one had been ordered via the Wyre Forest PCT. Two care plans were inspected and contained enough information to ensure staff could care for residents. Risk assessments had been filled in and there was evidence of monthly reviews and resident/relative involvement in care plans if they chose. Requirements from the last report regarding care plan documentation had been addressed.

The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13 & 14 Residents were offered a stimulating range of activities, which included trips out. EVIDENCE: The home employs an activities co-ordinator and a member of staff also undertakes further activities, which includes outings for residents if they are able, and visiting entertainments. A coffee morning was being arranged and the home actively involves families and friends to visit. Documentation of activities needs to be developed. The home is employing a volunteer who is planning sewing sessions with residents. There is a monthly Communion Church service held in the home. EVIDENCE: It was noted that a recent complaint to the home had been dealt with using the Home’s complaints procedure within the set time scales. EVIDENCE: It was noted staff had received up dated training in fire procedures and the environmental requirements from the last report had been mostly met. JUDGEMENT – we looked at outcomes for the following standard(s): 28 & 29 Recruitment procedures are robust and ensure staff employed to work with vulnerable adults are safe to do so. EVIDENCE: Staff files checked evidenced staff had a full employment history and gaps in employment had been explored. All staff including volunteers had a POVA first and Criminal Record Check at enhanced level check before commencing employment in the home. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33 & 35 There is a quality assurance programme in place, which ensures residents and other members of the multidisciplinary team comment on outcomes of what it is like to live in the home and visit the home in either a professional or social capacity EVIDENCE: Residents monies are not kept in the home, all residents have a lockable storage cabinet in their bedroom for valuables however many residents are mentally and physically frail and would not be able to use the key. A quality assurance review, which includes comments from other stakeholders, is readily available on the notice board for residents, visitors and potential new residents to the home to read.
