CQC found this care home to be providing an Poor service.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Residents and staff said that the meals have greatly improved. The cook now works all day and so there is a lot more choice at tea time and the quality has improved. There are now usually three domestic staff on duty during the week and two at weekends. We were told by staff that when there are three domestic staff on duty then they are able to manage their tasks much more easily but that when there are only two domestic staff then it is difficult to maintain a good standard of cleanliness. Staff gave examples of the improved care that they are able to provide when staffing levels are increased.

What the care home could do better:

There remains confusion about the minimum staffing levels for the Home. The Operations Manager is not aware of what they should be. The Manager has carried out her own assessment of what the staffing levels should be based on the residents currently living in the Home and has started to discuss these with the Director of the Care Manager company. However, through looking at the rotas and through discussions with staff, it is clear thatthe requirement for adequate staffing to be provided has not been met. Although the manager has tried to increase staffing levels throughout the day these are not maintained consistently if staff are on holiday or off sick. Agency staff are not currently being used to address staffing shortfalls.

Brunswick House Care Home Ltd is the registered provider. The services offered within the home are described in the Statement of Purpose and Service User Guide. The Home was built in the 1980s and is located in the town of North Walsham and is close to all local amenities. Brunswick House is a large detached property on two levels and stands in its own grounds with an extensive parking area. It is divided into three Care Homes for Older People Page 2 of 11 Brief description of the care home units: Grant Hadley, the first floor of Brunswick and the ground floor of Brunswick. Each unit provides nursing and residential care. The home also has a day centre in the grounds and some people living at the home attend the centre. The owners have changed the use of some rooms and they intend to accommodate only 70 people and use 6 double rooms and 63 single rooms, most of which have some en suite arrangements but not all have full en-suite toilets and showers or baths. There are three lifts within the home. The weekly fees are currently between £555 to £730 and are agreed dependent on individual residents needs. Please contact the Manager for up to date information about fees. Care Homes for Older People Page 3 of 11 What we found: This visit was carried out between 9.10 - 11.25am on 10th November 2009. The purpose of the visit was to look at the situation regarding staffing as at the Random Inspection (18th September 2009) and the Key Inspection (30th September 2009) it was found that the staffing was not adequate to meet the needs of the residents. An Immediate Requirement to increase the staffing had been left at the time of the last Random Inspection. During this visit we found that the staffing situation is still not adequate to meet the needs of the residents. The Commission are currently considering enforcement action with regard to this. At the time of our visit there were 64 residents living at the Home, including 16 nursing patients. The Operations Manager was present throughout our visit and the Manager was present for the majority of the visit. In October 2009 the Home went into administration and is now being managed by administrators who have appointed a Care Management company to carry out the overall management of the Home on their behalf. During our visit to the Home we spoke to residents and staff as well as to the Manager and to the Operations Manager. We looked at records and spent some time in the communal areas of the Home. This report does not contain the requirements and recommendations that were made at the time of the Key Inspection (30th Sept 09) as that report is not yet finalised.
