This inspection was carried out on 5th January 2010.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. The home is registered to provide care for sixty older people who have nursing needs. In December Annual Service Review Page 2 of 6 2009 there were fifty eight residents in the home, and no plans to admit further residents so that all current residents can keep a single room. The facilities in the home are spread over three floors. There are lounges on the ground and first floors of the home and dining facilities are on the ground floor. Bedrooms are located on all three floors of the home. Twenty three of the bedrooms have en-suite facilities. There is a passenger lift allowing all residents to have access to all parts of the home. There is a garden to the front of the home and parking is available on the street as well as in a car park to the rear of the home. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We began this Annual Service Review on 2nd December 2009. We looked at all of the information we have received, or asked for, since the last inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection report. Discussions during the year with health and social care professionals involved with the service. We asked for surveys to be sent to people with an interest in the home. It was unfortunate that none arrived in time for us to take them into account when completing this Annual Service Review. We had a telephone conversation with the newly appointed manager of the home. What has this told us about the service? We were aware that the previously Registered Manager left her post at Burgess Park Nursing Home in early November 2009. It is a legal requirement that the managing organisation inform us of the absence of the Registered Manager and the new management arrangements. This notification should be made 28 days in advance of the absence of the Registered Manager. In our telephone conversation with the new manager on 4th December 2009 we were told that a formal notification was sent to CQC on 2nd December 2009. At the time of writing we have not seen this correspondence. Nevertheless the new manager was informative and helpful in our telephone conversation and he stated his intention to apply for registration under the Care Standards Act. The AQAA informed us that a number of changes have been made over the last year as a result of listening to service users. This includes changes to the menu and on-going work towards improvement of the building. We learned that it is intended that a wet room will be installed. We learned that there is a programme of general refurbishment underway - some new curtains and carpets have been provided, new furniture installed in some rooms and this will continue. We have been informed of some incidents which have concerned facilities in the home - in one instance the electrical system and in one instance the lift. The information in the AQAA was that the lift and the electrical circuits have been serviced as recommended. There are 42 nursing and care staff working at the home. 27 of the care staff have achieved NVQ level 2 or above, we were informed that 80 of the care and ancillary staff team have achieved this qualification. The service has good levels of staff retention. Five members of staff have left the home in the last year and there is a core of staff who have worked at Burgess Park Nursing Home for a number of years. On the day that we phoned the Manager of the home there were no vacancies at the Annual Service Review Page 4 of 6 service. This confirms the assertion in the AQAA that demand for the service has increased and that referring agencies are more confident in the service provided. We received positive verbal feedback from health and social care professionals, prior to the beginning of this Annual Service Review . An activities co-ordinator has been recruited since our lst visit and we are informed she has been receiving training. We learned from the AQAA that all service users are screened on admission for their nutritional status and this is repeated for people at risk of malnutrition. There is an infection control action plan and 75 of the staff have received training in this area. Two staff have received training in Dignity and Respect in Care and it is hoped to extend this training to more staff. During the last year the service received 14 complaints all of which were resolved within 28 days and only one of which was upheld. The previous Manager stated that she had an open door policy and felt that this helped to resolve matters of concern. She noted that over the next year staff should be encouraged to attend safeguarding training. We would encourage the service to ensure that all staff have been trained in safeguarding issues. The Southern Cross Safeguarding policy states that all staff receive orientation and training in the prevention and recognition of possible adult abuse and in the actions to be taken where abuse is suspected. The AQAA told us that quality audits are conducted to assess the work of the service and that complaints and incidents are closely monitored. At the last inspection we made a requirement that visits be carried out as required by Regulation 26 of the Care Homes Regulations. The AQAA does not make reference to this but the action plan which we received on 5th March 2009 states that this was achieved by early February 2009. What are we going to do as a result of this annual service review? We have decided that, based on the information received, we are not going to change our inspection plan for this service. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
