What the care home does well The pre-admission process is good with the evidence that the people who use the service know the quality of the service they expect before their admission. There is an opportunity for new residents to visit the home prior to their admission. The home has policies and procedures on complaints and safeguarding. The residents told us that they can talk to the staff and to the manager if they have concerns. The activities provided at the home have enabled most residents to engage. The home is clean and tidy throughout and there is no bad smell. It is encouraging to learn that the home works closely with health professionals. The health care needs of the people who use the service are met by this good system of working together and by the home`s ability to assist the residents to access medical services. We are also satisfied that the home provides regular training for the care staff. There is a good management system to ensure that the needs of the residents are identified and met. We are satisfied that the home now has a care manager in addition to the registered manager. What the care home could do better: We have noticed in the residents` files that some people had repeated incidents of files. The home has completed risk assessments and sought help from relevant health professionals for these people. We expect the home to continue to take necessary action in order to successfully manage risk of falls. The home is situated in the north Chingford area of the London Borough of Waltham Forest and overlooks a golf course. The home is close to the Station Road shopping area, and within easy reach of Chingford rail and bus stations.The home can accommodate up to 48 people in either single or double bedrooms. There are 37 single bedrooms with en suite facilities, several of which also have a shower, 1 single room without en suite facilities which is located next door to a toilet, and 5 double rooms with en suite facilities. Accommodation is over three floors and each floor has a lounge and dining area. There is a very well maintained rear garden with seating areas for residents, and there is limited car parking to the front. The home prides itself on providing a caring, dignified, and homely service, including promoting active lifestyles for its residents. They welcome and encourage close involvement from relatives. Comments made by residents and relatives at inspections help to conclude that this is a very well run home that consistently meets the expectations of residents and their families.At the time of this inspection the fees ranged from £650 - £900. per week. We visited the home on 29th April 2010 at 8:50 am. A number of the people who use the service were already up and were having their breakfast in the dining room. We were able to observe and speak to many of them. We also observed and spoke to care workers while they were assisting the residents with breakfast and at lunchtime. We also spoke to a General Practitioner (GP) and another person who was visiting the home. The manager was present during most part of the inspection and we talked to her as well as examining the homes policies and procedures. These policies, procedures and records included, the homes complaints policy, safeguarding policy, staff rotas, staff training plans, staff files, the residents care plans and the menus. The manager showed us some bedrooms, bathrooms, living areas and the garden. Before our visit to the home we had received the annual quality assurance assessment (AQAA) from the manager. An AQAA is a form we ask services once every year to complete and return to us. The AQAA tells us what the home does well and how it intends to improve the service. It was clear from our discussion with the manager that new residents are admitted to the home only if their needs can be met. Two residents we spoke to said they had known the home before they moved in. They said they had visited and checked if the home would be suitable to their needs. The admission procedure is explained in detail in the AQAA. For example, the AQAA reads: Our pre-admission assessments are thorough & consistent and are used to formulate an agreed plan of care that is updated and added to meet the changing needs and wishes of our residents. We checked five residents files and found out that all contained care plans and risk assessments. The homes system of quality assurance indicated to us that the residents have an opportunity to comment on the quality of services and facilities. The manager has designed and given out questionnaires to be completed by the residents. We checked a sample of the responses in which some residents gave positive feedback. For example, one person wrote: There is a variety of entertainment which I enjoy. It was evident from discussions with the manager and residents that the people who use the service are engaged. The home has two activity co-ordinators who organise entertainments and trips to various places. Many residents we spoke to said they enjoyed a trip to a Seaside this week. The visitors we spoke to told us that the home was always clean and the staff are friendly. They believed the residents are treated with respect and dignity. A GP, who was visiting some residents, informed us: You cant fault the home. We also saw letters and cards sent to the home by families and friends. One of these cards stated: All staff at the home do a fantastic job. The calm and happy atmosphere along with the care and devotion shown is a pleasure to see. We are confident that the home is managed in the best interest of the people who use the service. The manager is experienced and qualified to be able to discharge her responsibilities and to ensure that the residents live in a safe and comfortable environment. The evidence we have in the AQAA and our discussions with the residents and the manager confirm that the financial interests and welfare of the people who use the service are promoted and protected.
