Named Person To be able to admit the named person of category DE named in variation application No. V19729 dated 25 April 2004 9/6/05 Date of last inspection Brief Description of the Service: Charnwood Park Residential Home is registered to accommodate eleven service users. The home is an extended detached modern style house, within a residential area. The home is surrounded by a large accessible garden. The ground floor consists of a large dining room, large lounge, with two bedrooms. The home has a shower facility, incorporating a toilet and additional separate toilets on the ground floor and a bathroom incorporating a toilet and a separate toilet on the first floor. In addition three bedrooms have an en-suite consisting of a toilet and wash hand basin.The home is within easy reach of shops and facilities, in both Barwell and Earl Shilton. This is an overview of what the inspector found during the inspection. The focus of the inspections undertaken by the Commission for Social Care Inspection is upon outcomes for service user and their views of the service provided. The primary method of inspection used was ‘case tracking’ which involved selecting two service users and tracking the care they received through looking at their records, discussion, where possible, with them and care staff and observation of care practices. This was an unannounced Inspection. The Registered Manager was present. Planning for the Inspection included looking at notifications of significant events sent to the Commission for Social Care Inspection and the Requirements of the last Inspection Report. There have been no complaints made about the service since the last inspection. The Inspection took place between 9.45 and 13.40 and included a tour of the building, inspection of records and direct and indirect observation of care practices. The Inspector spoke to nine residents, two members of staff and the Registered Manager. One resident stated, ‘’ I have no complaints. Nobody could complain about this home. All the staff are very caring’’. This situation is commended. What the service does well:
There was a friendly, calm atmosphere and facilities were very clean and tidy with no hint of odour. Relationships observed between staff and service users were based on respect, as again stated by the service users spoken with who were also happy with the activities provided by the Home. Bedrooms were homely and personalised with service users saying they could bring in their personal possessions. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3,6 Service user needs are assessed before admission so that staff are able to meet their needs. EVIDENCE: The Inspector looked at two service users files. There was a good deal of relevant information in terms of medical, physical and social needs of service users. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,10 The individual needs and choices of clients living in the home are generally well met. EVIDENCE: Some service users said that they had Care Plans and were involved in reviewing them so that they met their needs. This was documented in Care Plans seen by the inspector, which also contained information as to the physical, social and medical needs of service users. Service users said when they felt ill the Home would swiftly summon medical assistance - service users contacts with medical personnel were documented in Care Plans. A service user was seen to be lifted by staff, which could be detrimental to the Health and Safety of the service user, and staff. The Registered Manager immediately took this up with staff and asked them to use the hoist as appropriate. Service users again said that their privacy and dignity was respected with staff knocking on doors before they entered. A service user said she liked spending time alone and she could choose to take part in activities. Other service users said they could choose when to get up and go to bed.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,15 Clients living at the home have a good lifestyle, and meals continue to be seen as very good. EVIDENCE: Service users said that they were satisfied with the range of activities on offer and staff came to them on a daily basis regarding games and quizzes and they liked it when staff had time to sit and chat with them. There was age appropriate music on which service users said they enjoyed. One service user said she liked being outside and staff arranged this for her when the weather was reasonable and she could go to the front door for a breath of fresh air. Service users can go out if they wish and two service users attend clubs. Service users said they enjoyed the food and they could ask for an alternative if they wished. They liked the fact there were a variety of vegetables offered. A service user was asked if she wanted the dessert or whether she would like something else instead. Staff were aware of service users food preferences and this information was in Care Plans. The food tasted was found to be of a good standard with a home baked dessert. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Service users views are listened to and acted upon. EVIDENCE: Service users said they felt able to talk to staff, and felt that issues would be acted upon if they had a problem. One said ‘the staff are good – I can go to them if I have problems’. Staff members were asked about their understanding of the adult protection procedures, and demonstrated a satisfactory understanding of them. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,26 Clients live in a homely and comfortable environment, and standards of hygiene are very good. EVIDENCE: Service users said that facilities were always clean and tidy and there was no odour – this was observed by the inspector from touring the home. Service users again said they liked their bedrooms. These were observed to be personalised and homely by the inspector. Two service users said that they would like something doing about lighting levels in a lounge, as lighting was ‘shadowy’. This was also observed to be the case by the inspector. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,29.30 The current staffing levels and training provided lead to service users’ needs being met. EVIDENCE: Service users said that they did not have to wait long if they needed help. The Registered Manager follows the staffing ratios agreed by the last Registration Authority, which is two care/Management staff with one cook from 8am – 2pm, two care/Management staff from 2-9pm then one awake night staff member from 9pm – 9am. Staff records were inspected. The Registered Manager has ensured that a Protection of Vulnerable Adults first check and Criminal Records Bureau have been obtained and there were copies of passport or similar ID for the staff records inspected. The Registered Manager keeps a training matrix for staff to identify training needs. Staff talked of completing National Vocational Qualification level 2 and 3 training courses and the Registered Manager said that she emphasised the importance of training and asked all staff to undertake relevant training. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 35,38 Management systems protect the welfare needs of service users. EVIDENCE: Service users monies accounts were checked and found to be in order with proper balances, receipts and two signatures recorded. Regarding Health and Safety training all staff are expected to complete first aid training, fire training, infection control training, Moving and Handling training and Food Hygiene training and this was evidenced by the displayed training matrix. Risk Assessments have been carried out, e.g. for window restrictors, and it was found that there was no need to fit them as no service users are at risk. Radiator covers have been fitted except to the ground floor shower room and this has been Risk Assessed to see whether a radiator cover is needed.

Some service users mentioned that the home could be chilly in winter at night. The Registered Manager said heating was on continuously in the winter except for one hour at night because of boiler controls, but the tempo was still satisfactory then, and if service users were cold even with heating on staff there were portable heaters available to boost the temperature.
