What the care home does well

Staff at Coanwood Drive provide a service that focuses on developing an individual programme for each resident to help them to achieve a more independent lifestyle. Residents are encouraged to take part in community events and are involved in a wide range of activities. This service provides a comfortable, homely and supportive environment for residents. Recording systems are good and there are regular reviews of each person`s care. Residents are consulted about how their needs will be met and their views are taken into account. Residents said they felt very satisfied with the support provided by staff and it was evident that a good relationship existed between them and the residents.

What has improved since the last inspection?

Individual residents have achieved greater independence and have been able to retain paid work.

What the care home could do better:

Each complaint should be recorded on a separate sheet to maintain confidentiality. A system for seeking the views of residents about the service needs to be introduced. The information collected should then be used in the Home`s development plan.

Date of last inspection 14.01.05 Brief Description of the Service: 22 Coanwood Drive is registered to provide care and support to seven adults with a learning disability. The service is provided in a residential area on the outskirts of Cramlington. The house is within walking distance of the town centre and public transport links. Residents are accommodated at Coanwood Drive for a limited period of up to two years. During that time residents are helped by staff to develop the skills to live independently or semi independently. An outreach service is provided from Coanwood Drive to support people with learning disabilities within the community. Some of these people moved on from Coanwood Drive and levels of support vary to suit individual needs. Additional staff is provided for this service. This unannounced inspection lasted four hours and involved discussion with the Manager, two residents and three staff, inspection of records and other documents and a tour of the premises. JUDGEMENT – we looked at outcomes for standard(s) 2 Prospective residents needs and aspirations are assessed. EVIDENCE: Records show that a full assessment is carried out before and in the weeks after admission. Residents confirmed that they are consulted and involved in the assessment process. They said that they were satisfied that staff knew about their needs before their admission. Copies of the care management assessments were also available. The Manager described how the needs of each person are assessed to ensure that appropriate support is provided at the time of their admission. JUDGEMENT – we looked at outcomes for standard(s) 6, 10 Residents know their assessed and changing needs and personal goals are reflected in their individual plan. Residents know that information about them is handled appropriately and that their confidences are kept. EVIDENCE: Records showed that residents’ needs are assessed and any changes are reflected in their individual plan. Personal goals are identified and evidence was available that work is going on to meet these. Residents said that they were aware that they had an individual plan and that they could discuss what was in the plan with staff and be involved in reviewing the plan. They said that they sign the records to show that they agree with the content and this was evident from inspection of individual records. Inspection of records showed that a good standard of recording is maintained. Residents said that they were confident that information about them is kept confidential. Written guidance is in place relating to confidentiality. Staff demonstrated a good understanding of the guidance and of the issues relating to confidentiality. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12, 17 Residents are able to take part in age, peer and culturally appropriate activities. A healthy diet is provided for residents. Residents are happy with the food provided. EVIDENCE: Records and discussion with residents and staff confirmed that support is provided to take up work opportunities, further education and voluntary work. Residents gave examples of support provided to them to find and keep work and education/training placements. Plans are in place for each person that detail the activities, work or training available for them. Records showed that residents are supported to identify benefits/advice about financial planning to help them be more independent. Records show that the residents’ dietary needs are assessed. Their likes and dislikes are recorded and copies of menus were available. Arrangements are in place for residents to choose the weekly menu. Residents said that they were satisfied with the choice, quantity and quality of the food. They said that they are encouraged to help to prepare and cook meals as part of their individual programmes. For some residents individual menus are drawn up and assistance with shopping is provided to promote independent living skills. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18, 19 Personal support is provided to suit residents’ individual needs and preferences. Residents’ physical and emotional health needs are assessed and met. EVIDENCE: Residents are assisted to develop their independence while living at Coanwood Drive. Their support needs are identified within their individual plan and each person’s routines are arranged to suit their lifestyle. Residents confirmed that staff provide appropriate support to them, although none of the residents currently require assistance with personal care. A key worker system is in place and each person has regular meetings at which goals are identified and reviewed. Records are available to confirm this. Records are maintained in residents’ files of their assessed health care needs. Evidence was available that support is provided to individuals to take control of and manage their own healthcare. Residents said that the staff support them to make and attend appointments with doctors or other health workers as necessary. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 Residents feel that their views are listened to and acted on. EVIDENCE: Written guidance is in place for dealing with complaints. Residents confirmed that they knew there was a complaints procedure and that they felt able to discuss any complaint or concern they had with staff or the Manager. Staff were able to appropriately describe how they would assist a resident to make a complaint. There have been two complaints made since the last inspection and records showed that these had been satisfactorily resolved. It was noted that there is a need to record individual complaints on separate pages of the complaint book to protect confidentiality. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 25, 27, 30 Residents live in a homely, comfortable and safe environment. Residents’ bedrooms suit their needs and lifestyles. Toilets and bathrooms provide appropriate privacy and meet individual needs. The home is clean and hygienic. EVIDENCE: Coanwood Drive is comfortably furnished and there is a homely atmosphere. The home is situated in a residential area and has been converted from two semi-detached houses to suit its present use. Bus routes pass near the home and the town centre is within walking distance. The Manager confirmed that there is a planned maintenance and renewal programme in place. Residents said they were very satisfied with the furnishings and décor of the home. They said that they are encouraged to discuss and put forward their views about any changes planned. Residents are provided with a single room and the Manager reported that appropriate furnishings are provided or residents can choose to have their own furniture in preparation for moving to a more independent setting. Residents said that they could choose items for their rooms and plan to take these with them when they move from the home. They said they were happy with their rooms and that they had been able to choose the décor. At the time of the inspection the home was clean and hygienic. Written guidance is in place for infection control. The Manager confirmed that staff have training in infection control and records were in place. Arrangements for washing clothes and bedding are satisfactory. Service users are supported and protected by the home’s recruitment policy and practices. Service users’ individual and joint needs are met by appropriately trained staff. Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 33, 35 Residents benefit from clarity about staff roles and responsibilities. An effective staff team is in place to support residents. Appropriately trained staff meet residents’ individual and joint needs. EVIDENCE: Staff were able to describe the aims and values of the home. Written job descriptions are in place. Staff are aware of the General Social Care Council Code of Practice and a copy was available in the home. It was possible to confirm that staff are aware that at times they will need to seek advice from other professionals involved in the care of the residents. Inspection of the rota confirmed that enough staff are available to support the residents. There is one person sleeping in at night. The Manager reported that there is a settled staff team at Coanwood Drive. The Manager or other staff working extra hours cover sickness and annual leave. Since the last inspection two staff have left. Staff confirmed that staffing levels are adequate to meet the needs of the residents. An outreach service is also provided from Coanwood Drive, and there are additional staff hours for this service. A training plan is in place and the Manager confirmed there is an adequate budget to provide appropriate training opportunities. A training needs assessment has been carried out for the staff group. Staff confirmed that appropriate induction and foundation training is provided for new staff. Six staff completed training in providing care to people with learning disabilities. Two staff are currently undertaking induction and foundation training and one person is starting an apprenticeship. Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 39, 42 Quality systems are in place for records and systems in place. There are no formal systems in use to seek residents’ views about the operation of the service. An annual development plan is not in place. The health, safety and welfare of residents is promoted and protected. EVIDENCE: Evidence was available from records and discussion with staff to confirm that there are arrangements in place to monitor the records and systems in the home. Questionnaires for seeking residents and their relatives’ views about the service have been drawn up, but are not yet in use. The Manager said there is not an annual development plan in place, although when information is available from the questionnaires a plan will be drawn up. Residents’ individual plans show evidence of their development. Arrangements are in place for formal feedback from residents at reviews and meetings. Evidence was available to confirm this information is used by staff when any changes to the service are planned. Evidence is available that policies and procedures are regularly reviewed. Records show that regular fire training is provided for staff. The fire alarm and fire equipment tests and servicing are recorded in an appropriate form. Written guidance is in place for Health and Safety and Control of Hazardous Substances. Staff were aware of these documents. Records showed that appropriate staff training is provided. Risk assessments for the home and for fire are in place. Induction and foundation training is provided for all new staff.
