Conditions of registration: Date of last inspection 20th May 2005 Brief Description of the Service: Milbury care services are the owners of Cosin Lodge which is based in Willington, County Durham. The home is situated in a quiet residential area within close reach of the town centre and all the resources which it has to offer. The home was first registered in January 2005.The home is registered to provide 24hr care for 4 residents who have a Mental Disorder or Learning Disability.Accomodation is provided in a purpose built bungalow with all bedrooms offering en-suite facilities. This is an overview of what the inspector found during the inspection. This inspection took place during one afternoon in November 2005. Three of the residents were at home at the time and another returned home later in the day. The inspector looked around the building, spoke with three residents and informally with all the staff on duty and looked at some records. Only one resident was able to comment formally on the home, he said it was brilliant. A care manager has praised the homes progress in a short time in improving a residents ability to communicate her needs. Most of the core standard areas were looked at on the last inspection . Although the manager is confident that communication within this small home is good so that staff would always be working the same way, it is always safest to have this in writing. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32 & 34 Staffing levels are high to meet the special needs of residents. Although less than 50 of the staff have achieved NVQ 2 in care so far, all have completed or are working on the foundation training and have undertaken both core training and training specific to their work in this home. This means that they have or are developing the skills they need to provide good care to residents in a safe way. It was not possible to properly assess how the home recruits staff as the records are held centrally. EVIDENCE: Staffing levels provide 1:1 care for residents. There is a training plan to make sure that staff receive the training they need for their jobs. One member of staff has NVQ 2, another NVQ 3 and eight more are enrolled to do NVQ 2 in care. Eight have completed LDAF-accredited foundation training and the others are working through this. All or almost all staff have completed key training such as food safety, moving and handling and first aid and a number have also taken part in training more specific to this home. Training has been provided on particular needs such as epilepsy and information was available in the home on other conditions which residents have. It was not possible to look at records of recruitment of staff as these are held centrally. However the companys procedure requires all the cheques which must be carried out, such as CRB/POVA and obtaining references. JUDGEMENT – we looked at outcomes for the following standard(s): 37 The manager has many years experience in the care of people with learning disabilities but has not yet obtained the recommended qualifications. She shows enthusiasm for her job and respect for residents. EVIDENCE: Although the manager has many years experience in working with people with learning disabilities she is still working towards the recommended qualifications of NVQ 4 in care and management. She has 50 of her hours available to carry out her role as manager which is satisfactory for a home this size.
