Conditions of registration: 1. 2. 3. The home may accommodate 252 persons with a learning disability. Students who are between the ages of sixteen and eighteen can be accommodated in the service. No person under the age of 18 years can be accommodated in the same residential block as a service user over the age of 25 years. 11th October 2005 Date of last inspection Brief Description of the Service: Derwen College (incorporating Derwen Enterprises) being a Registered Charity, No 208745, is a specialist college committed to promoting, through inclusive learning, vocational, educational, personal and social development of young people with a wide range of learning difficulties and disabilities. The Director is Mr D J Kendall who is assisted by a senior management team including a Head of Care. The College is situated in Gobowen, near the market town of Oswestry in North Shropshire, within easy reach of all community resources and facilities. It was founded in 1927, is set in 50 acres of parkland, and offers further education, care and accommodation for 252 young people. Spread over such a large campus the College provides accommodation in a variety of settings, from purpose built specially equipped residences to smaller flats and bungalows. An on site purpose built Medical centre provides a further range of facilities to meet the needs of students. These are fully described in the Prospectus. This is an overview of what the inspector found during the inspection. This was the second visit to the College during this inspection year and took place on a Sunday and lasted five hours. It was carried out principally by talking with the students and obtaining their views of the subjects covered by the various standards. This was often but not always backed by discussions with the staff and occasionally looking at records. This report must also be read in conjunction with the visit carried out on 11th October 2005 which found that a number of the standards had been exceeded. The students views were used to ensure that this standard was, in their view, still being maintained. To this end a number of young people who had given their views at the last visit were approached for their opinion on this occasion. The visit was timed to ensure that as many of the students were available to the inspector as possible and because it was the first weekend at the college for a number of them. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. The intended outcomes for Standards 6 – 10 are: 6. 7. 8. 9. 10. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7, 9 and 10 Care and support planning continues to be detailed enabling the students to make informed choices with support from the college staff. EVIDENCE: The files belonging to the students in ‘Junior College’ and Thomas House were looked at and were seen to have been completed in the manner expected by the College’s policies and procedures. A number of the students spoke of how they discuss issues with their personal tutors who help them to make decisions on a range of matters and one in particular said that he feels grateful for the support that he has received from his own tutor over a number of problems in his personal life. He was also complimentary about the support that had been given by the college’s psychology department when he had needed it. The College also organise a group known as Peer Mentors in which older students are available to give help and advice to others. There are posters around the College with pictures of the volunteers on them that identify to other students who they can ask for help.

Staff were observed advising the students over such things as the appropriateness of their clothing for outings (it was an extremely cold day) in a friendly and considerate manner. On at least one occasion during the visit staff were observed discreetly using the College’s intranet to look at the risk assessment for a student who wanted to take part in different activities. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11, 12, 14, 15 and 17 The students have a wide range of opportunities for self development whilst at the college. Their dietary needs are also very well catered for. EVIDENCE: The college has a wide range of social activities available to the students and these were the subject of a lot of enthusiastic conversation. They are advertised on the student notice boards and some of the students spoke of how they were encouraged to take part in them when they first started at the college. In fact on the day of the visit a group consisting of all of this term’s student intake were going on a specially arranged bowling trip. As with any college environment developing personal friendships and relationships are an important part of the personal development of the students. It was clear from talking to a number of the students that they feel that they have enough opportunities to develop in this area. The meals were seen to be produced to a very high standard and talking to a number of the students confirmed that this continues to be a commonly held view.

However, building work shows that the facilities available to the students are constantly being upgraded with the new IT building being close to completion. Whilst talking to individual students and staff in the accommodation areas it was clear that buildings are kept in a clean and bright manner with a lot of the rooms having been personalised by their occupants. However, during the visit staff were seen to be available to give help and advice to the students when issues arose. As this was the first weekend away from home for a number of the new students two Duty Officers were available rather than the usual one just in case more than the usual levels of support were needed.
