This inspection was carried out on 13th October 2005.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Adequate. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The standards noted within this inspection were partly assessed on the 10th October. Observations made by the Inspector noted good relationships between the staff and the residents. One specified resident was involved in a minor incident during the inspection and staff responded very rapidly and appropriately to meets their needs and offer reassurance.

What has improved since the last inspection?

No requirements had been made at the inspection on the 4th July, the home has a record of complying with The National Minimum Standards Older People.

What the care home could do better:

During the inspection of the 13th October the Inspector was invited to check the Criminal Record Bureau (CRB) checks. The Inspector and manager were unable to locate the evidence of CRB checks taking place for some of the staff. A requirement was made that the home seeks the appropriate evidence and place the required records on file. The home has a large rear garden that has been well laid out. The residents of the home are ageing and finding it increasingly difficult to negotiate the pathway at the rear of the house. A requirement has been made for the garden to be risk assessed and to provide the CSCI with a timescale of any work required.

The home is registered to accommodate eight service users with a learning disability. The service users are all provided with a single bedroom. The lounge and dining rooms are shared communal areas of the home and are easily accessible, spacious and comfortably furnished. The premises have a large garden at the rear of the building and off street parking to the front of the building. This was an unannounced inspection, the second for 2005-2006. The inspector spent 3.5 hours at the home. All the standards were assessed during the inspection of the 4th July 2005. This inspection focussed on the experience of the home by the residents. During the inspection the Inspector observed the residents at various points, spoke to two of the residents and three of the staff members including the manager. The residents finance documents and part of the staff recruitment procedures were sampled by the Inspector. What the service does well: What has improved since the last inspection? Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Previous requirements had been made regarding the provision of a statement of terms and conditions to each resident. This was achieved in April 2005. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: These standards were assessed during the inspection of the 4th July 2005. Observations made during this inspection noted that staff members were respectful to residents and responded quickly and quietly to residents needs as they arose. One specified person was unwell at the time of the inspection and told the Inspector that he was pleased that the house cat wanted to keep them company. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 EVIDENCE: These standards were assessed during the inspection of the 4th July 2005. The Inspector discussed the social and leisure activities undertaken by the residents. A number of the residents were assessed as requiring additional one to one support at various times during the week. These times were noted clearly within the weekly activity record and the support could be varied according to the needs and preferences of the specified person. On arrival at the home the staff were playing music appropriate to the age group of the residents and were encouraging them to take part in singing along to the music. One specified person was able to indicate their preferences regarding this activity and staff responded appropriately. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 EVIDENCE: These standards were assessed during the inspection of the 4th July 2005. During the inspection of the 13th October the home was seen to be clean and tidy. The Inspector made a tour of the garden area and found the pathway to the rear of the garden to be difficult to negotiate for people who have a mobility problem. A requirement was made that the path be risk assessed and if necessary handrails and improved surface provided. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 29 EVIDENCE: These standards were assessed during the inspection of the 4th July 2005. During the inspection of the 13th October the Inspector was unable to locate evidence of Criminal Record Bureau (CRB) checks for two staff members. The Inspector had been invited to the check the details held by the home, the CRB records were held in a sealed envelope in a lockable space but not accessible to the manager. In checking the information against the staff files it was not possible to evidence provision of CRB checks for those two specified staff members. The manager assured the Inspector that CRB checks would have been carried out as they were long serving staff members. A requirement was made that the manager seeks confirmation of the CRB’s and place the necessary evidence in the personnel files. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 35 EVIDENCE: These standards were assessed during the inspection of the 4th July 2005. During the inspection of the 13th October the inspector sampled the financial records of the residents. The cash balance was found to be correct, one query was raised by the Inspector and clarified on the day. The records held were clear and would enable an audit of any expenditure. The organisation provides a monthly statement to the home of the level of savings held by each resident.
