The home can accommodate one named service user under the age of 25. 1st August 2005 Date of last inspection Brief Description of the Service: Elmridge Nursing Home is a 42-bedded care home with nursing, registered under the Care Standards Act 2000 to provide care to 42 adults with learning disabilities. The home has conditions of registration in place to enable it to provide care to 22 people with learning disabilities aged between 18 and 65 and no more than 20 people with learning disabilities aged over 65. The home was first registered under the Registered Homes Act 1984 in 1993. The registered provider is BUPA (Goldsborough) Ltd. The responsible individual is Mrs L Tart and the manager is Mrs Helen Saunders. Elmridge is a single storey building divided in 4 units with each of these areas opening into a large room used for day activities. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6&7 Resident’s assessed needs are reflected within their individual plans of care. These provide the staff with the guidance for their care practices. Residents are supported to take risks within a risk management framework. This helps to ensure they remain safe and that their independence is promoted. EVIDENCE: Each of the resident’s has a 24-hour life plan written in their care records. The records are detailed and informative. Following the day-to-day living there are specific care plans to address any problems that the person has. A detailed history is obtained and a clear picture of the person’s care needs is recorded. The care plans are formulated with the resident, where possible, their key worker and the Registered Nurse. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 17 Residents are encouraged to reach their potential. A good range of stimulating activities is available both inside and outside of the home. The food is of good quality and sufficient to meet the needs of the residents. EVIDENCE: The key workers are responsible for ensuring the resident’s rooms are tidy and the resident has the furnishings they choose in it. Staff said that they do not open resident’s mail without their agreement or their advocates agreement. During the inspection the staff were observed to be interacting well with the resident’s and were participating in activities with them. A recent review of the menus has taken place and they have been amended following advice from the community dietician. The menu offers a healthy wholesome diet with alternatives that meet the resident’s likes and dislikes.

Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 & 19 Residents receive good support from staff to ensure that their personal, physical and emotional health needs are met. EVIDENCE: Residents personal support is clearly written in the care plans, the 24-hour life plan describes what the person’s routine is from getting up to going to bed. Each resident has a key worker who spends time with the resident and his or her families or guardian. Occupational therapists and physiotherapists assess the resident’s needs and provide them with the appropriate technical aids. Other specialist support is obtained from the resident’s consultant, GP, specialist nurses and other health care professionals. JUDGEMENT – we looked at outcomes for the following standard(s): 23 Appropriate policies and procedures are in place, which offer protection to residents from harm or abuse and staff actively promote the protection of residents. EVIDENCE: The staff records viewed were up to date and included an application form, 2 references, photographic identification and a criminal records bureau check. All staff receives training in Adult Protection during the induction and as part of National Vocation. Each member of staff receives a handbook and a code of conduct. JUDGEMENT – we looked at outcomes for the following standard(s): 32 & 34 Robust recruitment and selection procedures and training opportunities ensure that residents are appropriately supported and protected by a competent staff team. EVIDENCE: Each of the 4 units in the home is staffed with carers and a Registered Nurse oversees 2 units on each span of duty. A key worker system is in place to ensure continuity of care for the residents. Training opportunities are available in the home for staff to attend. However there is an inconsistent approach to training within the units and further development is needed to co ordinate staff training. JUDGEMENT – we looked at outcomes for the following standard(s): 37 The manager demonstrates that she is a hardworking and experienced leader who has successfully developed the service and improved the health, welfare and lifestyle opportunities for the residents. EVIDENCE: The Registered Manager has achieved a National Vocational Qualification level 4 in management and has been in post for several years. The manager is specialist nurse and holds the Registered Nurses qualification in caring for people with a learning disability. The Registered Manager has an Operational Support Manager whom she can contact for help and advice, however she is responsible for managing the home’s budget and applying the aims and objectives of the home.
