Conditions of registration: None Date of last inspection 12 March 2004 Brief Description of the Service: Fairmount is a large detached house set in its own landscaped grounds.It is a Grade two listed building, having been the home of W.G.Grace the noted cricket player. The home provides care and accommadation for older persons. Theservice users accommodated is on all three floors accessed by two passenger lifts. there are varios lounges and sitting areas,and all public areas of the home are accessible to all of the service users. There are grab and handrails in the passageways, stairs,toilets,shosers and bathrooms.Specialised bathing and toilet equipment and lifting aids are available. All toilets,showers,bathrooms and bedrooms are accessible from the outside in case of an emergency.The home has been extended with furnishings and facilities to very high standards. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over five hours as part of the statutory inspection programme. The inspection included a tour of the premises, inspection of some of the records, care plans and safety systems. Six members of staff to the inspector and the inspector was able to observe staff interactions with ten of the residents present during the day. The registered person must develop the present supervision system to allow staff to receive supervision at least six times a year. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2,3,4,6(N/A). Staff in the home meet all the assessed care and personal needs of the residents, except for those requiring nursing or specialist care. Residents are given all the information required to make a decision as to whether the home will meet their needs. EVIDENCE: All the service users are provided with a statement of terms and conditions/ contract when they move into the home and a copy is placed in their personal file. The statement of terms /contract contains all the required information including the fees payable and terms and conditions of occupancy and the period of notice. All service users have a full assessment of their needs, which is undertaken by care managers and /or the homes staff. The homes staff regularly reviews care plans. The district nurses undertake all nursing inputs required by service users and specialist professionals are always asked to visit if a resident needs their services. All care staff are given training to enable them to meet the care needs of the service unless specialist care is required. Staff are given induction training including adult abuse, infection control and NVQ qualifications etc.

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) The home provides high standards of care to all residents. EVIDENCE: This standard was not inspected as the last inspection fully inspected all the standards which were well met the residents and relatives spoken with were very happy with the care given by staff and the home. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14,15. The residents, relatives and their friends confirm the home provides a very high standard of care and residents spoken with state they feel they have control of their lives. EVIDENCE: The home displays an activity programme, which provides an opportunity for residents to partake. Residents relatives were spoken with and all stated they were very happy with the care the home gave to the relatives/friends and they are always feel welcome in the home when they visit. The majority of residents have nominated their families to manage their financial matters. All the residents spoken with told the inspector how much they enjoyed their food at the home. JUDGEMENT – we looked at outcomes for standard(s) The home continues to value the legal rights and protection of all residents. EVIDENCE: These standards were not inspected at this inspection but the home reported it has not received any complaints since the last inspection and residents spoken with confirmed they know how to make a complaint. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19,22,26. The home provides a safe environment for residents and staff and all the equipment to meet the residents assessed needs. The home was clean and tidy at the time of the unannounced inspection EVIDENCE: The home is well maintained, clean and tidy and is suitable for it’s stated purpose. There is a programme of routine maintenance and renewal of fabric and redecoration. The carpet on the main staircase to the first floor was beginning to show signs of wear and the manager stated the new carpet had all ready been ordered and would be fitted in the next few weeks. The grounds are well maintained and residents were seen to be walking in the garden and sitting on the chairs on the decking. The building complies with the requirements of the Environmental Health Department and the Health and Safety department. Residents have access to all parts of the residents’ communal space by the provision of ramps and passenger lifts. Residents are provided with all the necessary equipment to meet their assessed needs. The laundry is sited so that soiled articles are not carried through food preparation

Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 29,30 The registered person is committed to having a well- trained workforce for the protection of the residents. All new staff have to pass a rigorous recruitment and selection process before being appointed. EVIDENCE: The registered person operates a thorough recruitment policy to ensure the safety and protection of residents. New staff are only appointed on completion of a satisfactory police and the Protection of Vulnerable Adults list check. Once appointed staff are given induction training before caring for residents. Staff are given a copy of the General Social Care Councils Code of Practice. The registered person ensures all staff are given a training and development programme. During the inspection a number of staff were having a meeting with the NVQ assessor before commencing the level 2 training. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 32,33,34,36 The home is managed by the currant registered manager and co-owner Mrs Jenny South to a very high standard. The home was running effectively and the welfare of the service users was not an issue. The manager is to develop a format to inform residents and families the outcomes of the quality assurance survey and the development of the supervision system to given staff supervision sessions at least six times a year. Requirements 2 and recommendation 1 EVIDENCE: The registered manager communicates a clear sense of direction and leadership. The residents have regular meetings with the manager and staff to enable them to have a voice about the running of the home and the manner, in which they live. Staff, also have their own meetings, where they discuss any issues which might affect the residents and themselves The home asks residents and families to complete a quality assurance survey about the quality of care and support they receive. This covers areas such as accommodation,

The manager is developing a format to inform residents of the outcomes of the survey. The home has all the required insurance cover including Public Liabilities. All financial records are audited and the home has a business and financial plan, which, is open to inspection and reviewed annually. Staff receive one to one supervision four times a year and the registered manager is further developing the supervision system to allow staff to receive supervision at least six time a year, Supervision sessions are recorded on supervision sheets and kept in employees personnel files.
