This inspection was carried out on 10th June 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Fairview is a two storey care home owned and operated by Leeds City Council to provide care for older people with dementia. It is situated in the Seacroft area of Leeds within easy reach of public transport routes and local amenities. The home has 34 permanent beds, the remainder being available for short term respite care. The first floor has passenger lift access. Bedrooms offer single occupancy but do not have en suite facilities. Communal areas offer sufficient space for people to meet visitors in private. Restriction of movement within the home is kept to a minimum. Signs and pictures are used around the building to provide prompts which assist people to find their way around the home. The building opens onto an enclosed courtyard and has safe surrounding gardens. Care staff are trained to NVQ standard and receive other training related to their work. The fees at the time of writing are 497.30 per week. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. The last key inspection was made on the 29th May 2007 and a quality rate given. An annual service review was made on 25 April 2008. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. We looked at the information in the AQAA and our judgment is that the home is still providing a good service and that they know what further improvements they need to make. Since the last inspection, the home has made a number of improvements as a result of suggestions from the people who use the service. Examples are: Alternative copy of welcome/information pack incorporating pictorial information with fewer words. Improved the availability and choice of drink making facilities for visitors and a suggestion box placed in the main entrance. The manager said in the returned AQAA that the lifestyle plan format has been reviewed and make more friendly. Information given to prospective people has been condensed and put in a more user friendly format i.e. pictorial information added. In house training completed for staff regarding written communication/confidentiality of information and reviewing care plans. Activities are allocated on a daily basis to ensure all the people in the home have equal access. Staff have received food for life training from dietitian and the medication policy updated and reviewed with staff. The Adult Protection procedure is robust and comprehensive. All staff have received adult protection training. There a stringent financial regulations with regard to the safekeeping of peoples monies and financial affairs. In the last year new seating has been provided for all the lounges, new flooring fitted in 5 bedrooms, several bedrooms re decorated and some bathrooms updated. Annual Service Review Page 3 of 5 There is a comprehensive recruitment and selection process which meets requirements and the equal opportunities policy and procedures are integral to this process. Staff do not commence work until CRB (Criminal Records Bureau) check has been completed. All new employees are given copies of the code of conduct and receive comprehensive induction training. What are we going to do as a result of this annual service review? The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that the service continues to provide good outcomes for the people who use it. We are not going to change our inspection plan, and will do a key inspection by 28 May 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
