The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

The home continues to offer a high standard of care to elderly residents with both physical and mental frailty. The home has a committed staff group who understand the needs of the residents well; the home uses agency staff infrequently. The registered manager spends time with the residents and ensures staff are aware of the needs of residents through documentation such as risk assessments and care plans. The home is clean and odour free.

What has improved since the last inspection?

Requirements from the last report had mostly been addressed and those outstanding were being addressed. Care plan documentation had improved.

What the care home could do better:

The home requires a named health and safety officer who is appropriately trained; this requirement remains outstanding from the last inspection. Mandatory training needs of staff remain a priority to ensure safety of residents and staff.

The home is situated in Clent, and is surrounded by extensive and wellmaintained gardens, which overlook open countryside. Accommodation for residents is provided in 24 single bedrooms; all are en-suite with the exception of one bedroom. There are three double rooms within the home. Residents sharing a bedroom have made a positive choice to share. The registered manager referred to in this report is Mrs Elizabeth Collins and is a first level nurse. The responsible individual is Huw James of Redwood Care Homes Ltd. The inspection took place during the late afternoon and focused on standards not inspected at the last inspection and requirements from the last report. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Medication was kept safe and administered to residents in a safe manner, administration records of medication are poor. EVIDENCE: Medication was kept in a locked treatment room and recent changes in legislation regarding disposal of medication had been addressed in the policies and procedures file; staff were aware of their responsibilities. On checking medication charts it was noted that codes when medication was omitted were not correct and there were a number of signature gaps in the medication charts. A resident who had recently been prescribed anti-biotics appeared to have too many tablets left over when checked against the number of doses that should have been given. The registered manager agreed there was an anomaly and said she would investigate. Procedures for ordering and receipt of medication were excellent. There were no residents currently self-medicating; the home would support a resident to self medicate if it was felt appropriate. It was noted that wound care dressing did not cross-reference into the care plan. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 & 26 There were a number of environmental issues, which placed residents at unacceptable risk. EVIDENCE: The home was exceptionally clean and was odour free. Bedrooms were personalised and there were no bedrooms wedged open creating a fire hazard. The dining room is light and airy and looks over the garden and some bedrooms have direct access through patio doors to the garden. On touring the home a number of environmental issues were noted these included an unguarded hall radiator, which was hot to the touch. (An immediate notice was issued for the radiator to be guarded with 7 working days). Towels outside one bedroom were noted to be worn. A shower room in an unoccupied bedroom required refurbishment. The hall carpet presented a trip hazard and required either stretching or replacing. A bathroom hoist was not in working condition. Staff spoken to confirmed this was the case. Staff were aware of their responsibilities regarding infection control. Staff when questioned were not aware where the health and safety folders were kept in the home. The home has an environmental risk assessment in place and freestanding heaters had been risk assessed. STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards.
