This inspection was carried out on 4th February 2006.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Residents spoken to said they liked living at the home and felt well cared for. One resident said, " I have lived at this home for over five years and I am very happy. I am well treated by the staff and my privacy is respected". The relative of one resident said, " I looked around a number of homes and this was definitely the best. The home has a good atmosphere and I always find the manager and staff friendly and approachable". Another visitor said, " The staff seem very efficient and my friend is very happy with their care". Staffing levels were sufficient for the number of residents living at the home. Staff members seen said they were happy with their workload and were well supported by the manager of the home. Observation of care practices throughout the day confirmed residents are treated with respect and dignity. The home is well maintained with an ongoing programme of refurbishment.

What has improved since the last inspection?

Staff members continue to receive appropriate training so that they understand the care needs of residents living at the home.

What the care home could do better:

At the time of this inspection the home was without a manager who is registered with the Commission. This has been the situation for over nine months and must be addressed by the homes owners.

The home is a large detached house standing in attractive landscaped gardens in the Aigburth area of the city. The accommodation comprises of 33 single bedrooms with en-suite facilities and 1 bedroom without en-suite. There are two lounges, spacious dining room and a hairdressing room. The home has a main laundry and a resident’s laundry to encourage independence. Tea making facilities are available on each floor for residents and visitors use. This inspection was unannounced and started at 10.30am and took place over five hours. The Inspector spoke to four staff members, eight residents, two visitors and the assistant manager. Staff and care records were also examined. A full tour of the premises was also undertaken. What the service does well: What has improved since the last inspection? Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10 Residents feel respected by the staff team and their right to privacy is upheld. EVIDENCE: Residents spoken to said they liked living at the home and were well treated by staff members. One resident said, “ I am very happy living here, its like home from home. I enjoy the company of other residents but also like to spend time by myself pursing my hobbies. The staff are very good and know when I want to be my on my own”. Five residents said the staff team respected their privacy and they could spend time on their own if that was their wish. Staff members spoken to had a good understanding of the needs of residents and felt they were able to respect the rights of residents at all times. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14 The homes procedures enable residents to exercise choice and control over their lives. EVIDENCE: Residents spoken to said routines within the home were flexible and they were able to make their own decisions about how to live their lives. One resident said, “I am very happy living at the home. The staff are very kind and helpful but treat me like an adult and allow me to make my own decisions. The staff are very good and respect my wish when I want to be on my own”. Another resident said, “ I have never regretted my decision to move into the home. I am very comfortable and thanks to the staff I settled very quickly and have made many friends. Its nice to know the staff are there if you need them”. Most residents at the home handle their own financial affairs or these are handled by their relatives/representatives. Records being kept by the home in respect of residents unable to manage their own finances were being well maintained. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 20, 21, 22, 23, 24, 25 and 26 The home has a planned maintenance and renewal programme for the redecoration and refurbishment of the home to ensure residents live in a comfortable, homely and safe environment. EVIDENCE: Lounge and dining areas have been decorated and furnished for the comfort of residents. The grounds were tidy, attractive and accessible to residents. Bedrooms have been furnished to ensure the comfort of residents. En-suite facilities are available in 33 rooms. All residents spoken to said they were happy with their rooms and were provided with the choice of spending time on their own or in the lounge area’s. The home has a passenger lift to provide access between the ground and first floor. This was out of order at the time of inspection as work was being undertaken on the shaft. Safe procedures had been put into place for escorting those residents located on the first and second floors who wished to continue coming downstairs for their meals. Risk assessments completed by a senior member of staff in respect of hot food being delivered to those residents remaining on the first and second floors were thorough and were being kept under review. Residents spoken to said they were happy with the arrangements that had been put in place. Radiators throughout the home are guarded or have guaranteed low temperature surfaces to protect residents from the risk of burning. Hot water temperatures throughout the home were checked and found to deliver water at a safe temperature in line with health and safety guidelines. It was observed during the inspection the home was clean and hygienic and free from offensive smells. JUDGEMENT – we looked at outcomes for the following standard(s): 27 The deployment of staff throughout the day is sufficient to meet the needs of residents. EVIDENCE: Staffing levels were sufficient for the number of residents living at the home. Residents said they were happy with the care they receive from the home and were well treated by the staff. One resident said, “ I cannot praise the staff high enough. In my opinion they are very caring and dedicated. I have no complaints whatsoever about my care”. Staff spoken to said they were clear about their role and work well as a team to ensure the individual and collective needs of residents are met. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31 and 35 The home is well managed and run in the best interests of residents. EVIDENCE: There has been no registered manager at this home for over nine months. The present manager has been employed at the home during this period and must make an application to be registered with the Commission. Inspection of records for resident’s finances were well maintained and up to date.
