That one (1) named service user under the age of sixty five (65) can be cared for in the home Date of last inspection 29 November 2004 Brief Description of the Service: Grosvenor Park is owned and run by BUPA Care Homes, and is registered to provide personal care for 13 residents and nursing care for 44, and admits service users who are privately funded and also those who are funded by social services.Grosvenor Park admits a number of service users for respite and holidays.The home is purpose built and situated in a residential area enjoying views of the seafront, shops are within walking distance and the home is convenient for public transport.Service users can enjoy four lounges, a large dining room and a library room.There are attractive gardens, which are accessible to wheelchair users and these are used when weather permits. This is an overview of what the inspector found during the inspection. The reader should be aware that the Care Standards Act 2000 and Care Homes Regulation Act 2001 often use the term ‘service user’ to describe those living in care home settings. For the purpose of this report those living at Grosvenor Park will be referred to as ‘residents’. This unannounced inspection took place on a weekday in May between the hours of 12.30 and 16.30. The deputy manager was on duty and was able to contribute to the inspection process. The inspector was able to spend time with residents in communal areas and in their own rooms and met with 2 visitors. The care documentation relating to 3 residents were reviewed in depth along with some of the homes policies and procedures. Staff were observed and spoken to during the inspection on an informal basis. What the service does well: What has improved since the last inspection?
The home has responded positively to the requirements made at the last inspection. All residents now have individual plans of care and staff receive regular supervision. Ongoing redecoration, maintenance and upgrading of equipment and facilities is evident. Unfortunately staff training records were not available to the inspector and could not be assessed. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1,3 and 6 The inspector found that the home provides prospective and existing residents, with a good level of information on the services and facilities provided. Pre-admission procedures are good and help ensure that service users are appropriately placed in a service that is suitable to meet their needs. EVIDENCE: During the inspection it was confirmed that a statement of purpose and service users guide is available in the front entrance area, and a copy of these documents are provided in each room. These contain good information on the home and the facilities it provides. Residents views are not included in the service users guide and this was discussed with the deputy manager who agreed to ensure this is addressed. Any pre admissions assessments are completed either by the home manager or the deputy manager and the 2 assessments reviewed identified that the assessments completed are full and comprehensive, with the involvement of other health care professionals and taking into account the facilities equipment and skills of the staff in the home. Intermediate or rehabilitative care is not provided at Grosvenor Park.

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8 and 10 The home was found to be meeting service users health and general needs and accessed additional community support when needed. The inspector judged that service users privacy and dignity rights were upheld. EVIDENCE: At the last inspection residents who had minimal care needs did not have care plans. Appropriate care plans are now provided for all residents. Three individual plans of care were inspected and were found to be sufficiently detailed, up to date, and contained clear information to support staff to meet the care and any nursing needs of residents. It was however noted that the social care needs are not fully assessed and identified in a care plan in all cases. Appropriate risk assessments are used to inform the care provided, a recognised risk assessment for the prevention of pressure sores is well documented and appropriate equipment was seen to be in use. One visitor expressed a particular satisfaction with the nursing care that her relative received before admission to hospital, which she said was recognised by the hospital staff. All rooms are used as single rooms and staff were seen to respect the privacy of residents by knocking on doors and speaking in a polite manner.

Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 13 and 14 Links with relatives and friends is well promoted through the homes supportive approach to visiting. Residents are able to make a range of choices about their lives and daily routines. EVIDENCE: Visiting is not restricted and is an important and recognised recreational and social need for residents. Visitors spoken to said that they were welcomed and did not feel restricted with any visiting times. Resident rooms seen during this inspection confirmed that they had been personalised and were individual. Residents spoken to said that they could spend their day where they wanted and could make choices about daily routines. JUDGEMENT – we looked at outcomes for standard(s) 19 and 26 Grosvenor Park is a purpose built care home and physical standards throughout are high ensuring that service users live in a spacious, comfortable and safe environment. Procedures and practice in the home ensures good infection control measures are maintained. EVIDENCE: A tour of the home confirmed that a good standard of decoration is maintained throughout providing a light and airy feel, along with a good standard of cleanliness. Resident accommodation is found on three floors and communal space is located on the ground and in the basement area as a result the passenger lift is used regularly throughout the day and can become congested at busy times. The deputy manager confirmed that ongoing redecoration and upgrading is planned and a new bed pan washer is to be provided along with a new hoist and carpeting. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. JUDGEMENT – we looked at outcomes for standard(s) 27 Staffing arrangements and numbers were satisfactory to meet the needs of residents. EVIDENCE: At the time of this inspection 43 residents were living in the home of these 36 were in receipt of nursing care and 8 were very independent with minimal personal care needs. At the time of this inspection 6 carers were on duty with 2 registered nurses. The inspector noted that the staffing provision was adequate and the needs of the residents were being met. In addition to the care staff appropriate catering and domestic staff are employed the home also employs a secretary and staff trainer and two activities co-ordinators. The inspector was not able to review the staff training records in detail, as the staff trainer’s records were not available to her. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 32, 34 and 36 Management and administration systems are good and allow for an environment where residents and staff can be listened to. The budgeting arrangements are robust and demonstrate efficient management of the business. EVIDENCE: Conversations with residents and visitors confirmed that the deputy manger and home manager are accessible. As the deputy manager works on the floors she is usually he first contact for staff and residents. Regular staff and resident meetings are held and notes of a recent meeting with the catering staff were seen by the inspector. A budgeting framework is well established with the home manager completing monthly financial reports. The insurance details of the home are displayed in the front entrance and comply with the standard. Formal supervision has been established and is being recorded, these records were seen by the inspector during the inspection.
