Conditions of registration: 1. 2. 3. The maximum number of service users requiring nursing care shall be 20 aged 50 years and over. One named service user currently accommodated requires care by reason of mental disorder but is below 50 years of age. Registration is subject to compliance with the minimum staffing levels indicated in the Notice previosuly served under Section 25(3) of the Registered Homes Act 1984 issued on 3 October 2001. 30th September 2005 Date of last inspection Brief Description of the Service: Grove Park Nursing Home is registered to provide nursing care for up to 20 residents, aged 50 years and over with a diagnosis of mental disorder or dementia. Grove Park is a large home that has been extended to improve accommodation and increase the number of single rooms available. Accommodation is situated over three floors and comprises of 18 single rooms and one double room. One single room has en-suite facilities and all other rooms have wash hand basin facilities. There is a smoking lounge, which is fitted with an electronic ventilation system and a lounge/dining room situated on the ground floor. There is a passenger lift to assist residents to their bedrooms on the first and second floors of the home. There are large garden areas and ample parking facilities at the front and rear of the property. The home is situated in Plymouth Grove West in the Longsight area of Central Manchester close to local shops, public houses, leisure facilities and amenities. This is an overview of what the inspector found during the inspection. This was an unannounced inspection that took place on the 3 February 2006. The manager of the home was present during the inspection. Several of the residents were also present and the opportunity was taken to talk to them. Some of the paperwork kept at the home was examined. The areas needing improvements during the last inspection had been carried out. Other areas were identified as requiring improvements during this inspection. Not all the standards were inspected so this report should be read with the previous report to get a good picture of the services being provided by Grove Park Nursing Home. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1, 6. Prospective residents received all the necessary information to help them decide whether to use the services of the home. EVIDENCE: There was a Statement of Purpose and a Service User Guide in place and these were issued to all prospective residents to help them decide whether to use the services of the home. All residents received terms and conditions of the home. The Statement of Purpose and the Service User Guide needs to be updated on a regular basis. The home does not provide intermediate care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10. Arrangements for health and personal care ensured that the residents are treated with respect and dignity at all times. EVIDENCE: Observations during the inspection regarding the way the staff supported the residents indicated that they were treated with respect and dignity. The residents are treated as individuals and their independence promoted. There is a telephone in place for the residents’ use. The manager said that the residents could make private calls using the office telephone. Screening is provided for shared rooms. The residents’ legal rights are protected and they are supported to exercise them. EVIDENCE: The home encourages and supports the residents to seek advocate assistance from groups such as Age Concern and Mind on some occasions to help them exercise their rights. Care managers also represented the residents on a regular basis to review the care they were receiving and ensured that their rights and interests were safeguarded. The manager said that the key workers of individual residents also ensured that the residents’ rights and interests were safeguarded. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 21, 24. The residents live in a comfortable environment and the home appeared safe and well maintained. EVIDENCE: There is an on-going programme of refurbishment and redecoration in place. The smoke lounge has been redecorated. The dinning area and the nonsmoking lounge is being decorated. There were sufficient and suitable number of lavatories and washing facilities for residents’ use. The toilets were close to the residents’ bedrooms and they were easily accessible by wheelchair users. One bedroom had an en-suite facility. The home has bought new chairs and beds and all residents had access to comfortable chairs and beds. The residents had personal belongings in their rooms.

Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 30. The home provides the necessary training required by the staff to enable them do their work appropriately. EVIDENCE: There was evidence on individual staff files indicating that the staff received the necessary training required to do their jobs properly. There was evidence of induction training, moving and handling training, health and safety awareness, fire prevention, induction to care, protection of vulnerable adults and management of violence and aggression. However, not all staff had received health and safety training and this must be addressed. It is recommended that all staff should receive training on mental ill health. The manager said that two of the staff had completed NVQ Level 2 and there were 4 other staff under taking it. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33 The home did not have an effective quality assurance and monitoring systems based on seeking the views of the residents and their representatives in place. EVIDENCE: The manager said that he regularly meets with the relatives of the residents to discuss the care being provided by the home. The manager also indicated that the staff seeks the views of the residents on a daily basis regarding the care they received. Although this might be the case there was no record of the home seeking the views of the residents or their representatives. The home must carry out regular surveys to find out what the residents and their representatives think of the home. The views of residents’ friends and other professionals that visit the home must be sought on how the home is achieving its objectives.
