Conditions of registration: Date of last inspection 3rd June 2005 Brief Description of the Service: An Edwardian country house set in extensive grounds with gardens. Hazelhurst has been modernised and extended to create a care home with nursing. It is registered to offer services for up to 45 people, and most people there are aged over 65 years. On the outskirts of the village of Bishopswood, the property is approached by a long drive and is in a peaceful rural position. This is an overview of what the inspector found during the inspection. The inspection took place during the afternoon and concentrated on the standards not inspected at the last visit. What the service does well: What has improved since the last inspection?
The requirements of the last report that were inspected during this visit have been met. The home has employed an external health and safety company to ensure the home complies with relevant health and safety legislation and residents, staff and visitors to the home are kept as safe as possible. The home is piloting a study for the Gold Standard Framework for palliative care. Staff continue to improve their knowledge of caring for the resident group in the home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Medication polices and procedures in place ensure medication is dealt with safely and residents are not at risk. EVIDENCE: Medication is kept in a clinical room on the first floor and is secure. Policies and procedures are in place for receiving and disposing of medication. The administration of medication including controlled drugs is safe and follows set guidelines and controlled medication is counted daily. It was noted that four records did not have a photograph of the resident; this was being addressed before the inspector left the home. JUDGEMENT – we looked at outcomes for the following standard(s): 26 All staff, to ensure residents are not placed at risk from cross infection strictly adhere to infection control policies and procedures. EVIDENCE: Infection control policies and procedures seen were appropriate for a nursing home. There is a mechanical sluice on each floor of the nursing home and foul laundry is laundered in accordance with infection control procedures. Staff are aware of the risk of cross infection and have updated training as necessary from the registered manager and trained nurses. There is a plentiful supply of disposable gloves and aprons. JUDGEMENT – we looked at outcomes for the following standard(s): 30 Staff receive induction training which is continually assessed to ensure they care for residents within a risk framework, and their care practice does not compromise the resident in any way. EVIDENCE: All care staff have a six-week induction programme, which covers all aspects of care. Care practice is continually assessed during this period. Once the induction programme is completed and staff are deemed competent they commence their NVQ training in direct care; this training is accessed externally. EVIDENCE: A recent meeting was held for residents and their families to put forward their views on the running of the home.
