Conditions of registration: Date of last inspection 24th August 2004 Brief Description of the Service: Jubilee Villa is a home for older people who may also suffer from mental health problems and is situated on a rural site near to the village of Astley just to the north of Shrewsbury. The home is registered for 17 service users and is run by Sue Hartley and Leslie Read.The house itself is a large converted and extended property set near to the main Shrewsbury to Market Drayton road and has pleasant views across the adjacent fields. This is an overview of what the inspector found during the inspection. This visit was unannounced, commenced at 8.15 and lasted 2 hours. Various files and documents were seen and discussions took place with the proprietor, staff on duty and a number of the service users during a tour of the home. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 3 The home has a thorough assessment procedure. EVIDENCE: Two service users have been admitted to the home since the last inspection and observing them and looking at the home’s records of the process showed that this was done in an effective way highlighting all of those peoples’ needs and wants. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8, 9 and 10 The personal and healthcare needs of the service users are met in a dignified and sensitive way with records of this being maintained to a high standard. EVIDENCE: By looking at the service users’ files it was clear that the home has an effective service user planning procedure that identifies the needs and wants of the individuals and sets goals so that achievements can be measured. The records also showed that progress against these goals is reviewed on a monthly basis giving the opportunity to modify them. Talking to the management and reading the files also showed that the service users have good access to any health-care professionals that they may need. The home has to manage the medication for the service users. The proprietor confirmed that the staff are being trained in the administration and storage of medication and it was clear from the records that the home’s policies and procedures were being followed ensuring that the right people get the correct medication at the right times. Throughout the visit the staff were seen to be treating the service users with dignity.

Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16 and 18 The service users are protected from abuse. EVIDENCE: The home has a complaints procedure that complies with the law. No issues have been raised since the last inspection. The home has a policy relating to the protection of vulnerable adults. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and 26 The standard of the environment is good providing service users with an attractive and homely place to live. EVIDENCE: The home is situated in the village of Asterly and is an older property that has been converted to its present use in a sensitive and practical manner that is consistent with others in the neighbourhood. There is an ongoing programme of redecoration and the garden has recently received a lot of attention making it a very pleasant and secure place for the service users to be. The home has a laundry area situated with access through areas that are not used for food preparation thereby reducing the risk of cross contamination. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27 and 28 The home employs and deploys appropriate numbers of suitably qualified staff. EVIDENCE: The shift on duty at the time of the inspection was fully staffed and talking to them and by looking at the rota it was established that this was the norm with staff being happy to cover for each other’s absences. Talking to the manager and her staff also established that they have achieved the target of 50 of the staff being qualified to NVQ2 in care or above. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 38 Although this home may be a safe place for the residents to live the management and staff need to produce more evidence of this. EVIDENCE: Accident and fire prevention records were seen to be maintained, however, there were recent gaps found in the recording of the checks. Manual handling risk assessments were also found to be incomplete although staff did say that they planned to complete them fully when they have undertaken their update training next month.
