This inspection was carried out on 9th October 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is (sorry - unknown). The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 7 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Staff care for service users in a courteous and professional manner. There is a very homely atmosphere throughout, and evidence of recent redecoration, plus service users bedrooms are very personalised. Service users choices are respected and they are encouraged to maintain as much individuality and independence as they are able, with staff support. Service users are encouraged to be a part of the local community and also attend day centres, work and activities to include cultural input. Visiting is encouraged to keep service users in touch with family and friends. The meal provision is good and service users are involved in the formulation of menus and meal preparation. Comprehensive healthcare need and input records are maintained. Medications are well managed at the home. Robust procedures are in place for the management of staff recruitment, complaints and POVA. The training provision for staff is good. Systems are in place for effective quality assurance.

What has improved since the last inspection?

Risk assessments viewed were being kept up to date. Action has been taken to adjust the heating in the home to ensure a satisfactory temperature can be maintained. Current information in the service user plans is being kept up to date, although the care plan documentation did require reviewing as it had not been done within the last 6 months.

What the care home could do better:

LOT has not as yet been successful in recruiting a manager for the home. The home has therefore been without a permanent manager for 2 years. Action must be taken as a priority to address this. Some areas of carpet are frayed and need attention. Windows need to be assessed as there are no window restrictors on the ground floor, plus staff commented on the noise levels from the external environment due to the lack of double glazing. A system for ensuring up to date policies and procedures are available in the home needs to be introduced, and this is something LOT needs to look at corporately. The fire risk assessment had not been updated on an annual basis. The last businessplan was dated 2003 and an up to date business and financial plan needs to be formulated on an annual basis.
