Date of last inspection Brief description of the care home Littledene House is a care home providing personal care and accommodation for twelve elderly people who may also have a dementia. Littledene is privately owned and the proprietor also manages the home.
Care Homes for Older People Page 2 of 9 1 7 1 1 2 0 0 8 Brief description of the care home The property is a large detached house, which has been converted to provide single room accommodation. Six of the bedrooms have en-suite toilets. The house is well presented and provides residents with comfortable surroundings in a homely atmosphere. There is a passenger lift for easy access to the upper floor and an enclosed garden to the rear. The frontage of the property is attractively paved and allows for the parking of several cars. A single storey extension at the back of the house provides living accommodation for three members of the care staff. Littledene is situated in a quiet residential road in the village of Bushey and is approximately two miles from the village High Street and also about two miles from the extensive amenities of Watford Town. There are local shops a short walk away. There are nearby bus and rail services and the home is close to several major roads and motorways. Current charges for the home range from £500.00 to £580.00 per week. Since the last key inspection on 17th november 2008 two more random inspection visits have been made to the home. The first took place on on 8th April and was completed on 30th April and the second took place on 5th May 2009. This inspection took place over two separate days. The first visit was on 30th May 2009 and was made to check compliance with requirements which had been made at previous inspections that two care workers must be on duty at the home at night and that all staff are properly recruited. A Statutory Requirement Notice was served on the proprietor on 1st June that all staff recruitment regulations must be complied with. The second visit was made on 28th June to check compliance with this Notice. The inspection on 30th May started at 11.00 am, with two regulation inspectors carrying out the work of the Commission. The manager was not present at the start but arrived in the home during the inspection. The inspection on Sunday 28th June started at 7.30am, with one regulation inspector. The manager was on duty throughout. For the purposes of this report the Commission will be referred to as we. Additional outstanding requirements were not checkd on this occasion and have been carried forward in this report. What the care home does well: What they could do better:
On 30th May we checked the record of a care worker whose name was on the staff roster but no shifts had been allocated to them. The manager said that this member of staff had not started work yet as their POVA and CRB clearance had not been received. However, another care worker stated that this individual was at the home helping the manager with paper work but did not work on their own. We noted that the proposed employees application form did not list all previous work in care settings although there was
Care Homes for Older People Page 4 of 9 evidence seen that such work had and was taking place. We advised the manager that this omission must be rectified and that a current home address and evidence of permission to work in the country must also be obtained. It was a concern that the manager needed to be reminded of this requirement. However on 28th June we saw evidence that a full employment history had been provided for this individual and that two appropriate references were in place together with a clearance from the POVA register. We reminded the manager that CRB clearance was still necessary and that a current home address and evidence of permission to work in the country were still needed. This employee was one of the members of staff on night duty with the manager when we arrived at the home. During the inspection on 28th June we saw a domestic worker with a bucket and wearing rubber gloves working in the home. The manager provided their name and confirmed that this was the same domestic worker who had been employed at the home at the time of the last key inspection. At that time the manager had confirmed that this person had not been appropriately checked and had no recruitment records and said that they would leave the homes empoyment. The manager confirmed that there were still no recruitment records or checks for this person and that they would now be told not to work at the home. Everyone working at the home in any capacity has access to the vulnerable people living there and must be properly recruited to ensure that all residents are protected from possible abuse. The manager has not complied with the Statutory Requirement Notice issued on 1st June that all members of staff must be appropriately recruited. The Commission will consider whether any further action will now be taken.
