CSCI found this care home to be providing an Excellent service.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The upstairs bathroom in Magnolia House is not being used until the water can be dispensed at a safe temperature. Staff are checking the water temperatures before supporting people to bathe. There was a thermometer in each bathroom.

What the care home could do better:

The home needs to ensure that appropriate hot water restrictors are fitted to each of the baths and to make sure that these are set at an appropriate temperature, 43 degrees centigrade. Staff need to be aware of what temperature is safe and comfortable for people to bathe in.

Date of last inspection Brief description of the care home The last Key inspection for this service was 24th November, 2006. Magnolia House provides care and support to younger adults with learning disabilities/autistic spectrum disorders. An established home, Magnolia House was taken over by the current Care Homes for Adults (18-65 years) Page 2 of 8 provider June 2006. The premises consist of three units: Magnolia House, Lily House, and Violet House, which are all on the same site. Magnolia House and Lily House are refurbished Victorian properties, and Violet House is a purpose built bungalow. The home has 19 beds in total: 10 in Magnolia House (aged 25-65), four in Violet House (aged 18-25), and five in Lily House (aged 18-25). Violet House and Lily House mainly accommodate residents with autistic spectrum disorders, and Magnolia House caters for residents with learning disabilities. One Registered Manager is responsible for the three units, each of which has its own Team Leader and dedicated staff team. The home is situated on a main road into Kettering, and has good transport links and a car park. There is a secluded garden with seating areas and a barbecue at the rear of the property. Fees at the time of last key inspection ranged from 350 to 2,000 pounds per week. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This was an unannounced random inspection arranged to follow up an immediate requirement which had been left at a previous random inspection on 24th November 2008. We leave an immediate requirement when we have concerns about the safety of people who use the service and we require the home to take urgent action to ensure that people are safe. The immediate requirement that we left on 24th November, 2008 concerned the bath water temperatures and the need to make sure that bath water is a safe and comfortable temperature for people to bathe in which is around 43 degrees centigrade. The inspection did not focus on any other areas. Early in the inspection we felt that there had been a possible breach in the Care Home regulations relating to the health and welfare of the people who live at the home so we served a Code B notice. This notice is issued in accordance with the Police and Criminal Evidence Act 1984 and explains our powers and rights. Records were copied and seized during the inspection and this evidence will be reviewed and considered in relation to possible enforcement action. The acting manager was present during the inspection. The acting manager explained that water temperature restrictors had not been fitted to the baths. The bathroom on the first floor of Magnolia House was out of use as the water was being dispensed at too higher temperature to be safe. The acting manager explained that water temperature restrictors were to be fitted but that there had been a number of delays in getting this work completed. We looked at bath temperature records which are completed by staff when they support people to have a bath. These showed that bath temperatures ranged from 34 degrees Centigrade to 39 degrees centigrade. Bath water temperatures were taken at each of the baths except the bathroom on the first floor of Magnolia House. Temperatures ranged from 35 degrees to 46 degrees centigrade. One person, who had been bathing in water that was between 35 degrees and 37 degrees centigrade, had it recorded in her care plan file that she dislikes cold baths. Staff spoken to seemed unclear what the correct temperature was to ensure that the bath water was safe and comfortable stating that it should be between 36 degrees to 38 degrees centigrade.
