This inspection was carried out on 8th December 2005.

What the care home does well

The inspector observed that staff were sensitive to the needs of people living at the home. The inspector observed that those living at the home were able to choose how to spend their time. Those who use the service felt that they were involved in the day-to-day decision making in the home. People living at Chasewood Avenue are supported to participate in the local community and maintain relationships with their families and friends.

What has improved since the last inspection?

There were four areas for improvement identified at the last inspection. One of these had been met. Training records confirmed that staff had received training in food hygiene.

What the care home could do better:

There are five areas for improvement identified at this inspection. The inspector found that care plans still needed to have more information on the needs of people living at the home. The communal areas in the home are in need of redecoration. The carpet on the first floor landing needs to be replaced. Sufficient staff still need to be recruited to meet all the needs of those living at the home. Procedures need to be available in formats that are accessible to the people living at the home.

This condition must be reviewed at such times as the specific service user vacates the home. 2nd August 2005 Date of last inspection Brief Description of the Service: The home is a large detached house in a quiet road near Enfield. The home has three floors. On the ground floor there is the kitchen, lounge and laundry. There is also one large en-suite bedroom for a service user who uses a wheelchair. On the first floor there are five bedrooms and two accessible shower rooms. On the top floor there is a further bedroom, which is currently unoccupied and the staff office. The home is very comfortable and there has been a great deal of effort made to ensure the bedrooms are comfortable and reflect the tastes and preferences of the service users. There is a large, attractive garden to the rear of the house, which has seating and is used by the service users. The aims of the home are to affirm and enhance the dignity and self-respect of the service users and to pay due regard to their wishes and preferences. The service also aims to support the service users to share in and contribute to the community, and to lead an ordinary life with the assistance they require. The home is for six service users. Most of the service users attend day services in line with their individual needs. The home uses local transport to access community activities. The home has established links with local professionals so that the service users specialist needs can be responded to. This unannounced inspection was undertaken as part of the annual inspection process. The inspector also sought to confirm that the four areas for improvement found at the last inspection were addressed. The inspection took place over one afternoon. The senior staff assisted the inspector as the registered manager was on training. The inspector spoke with two service users and two staff. The inspector observed practice. The inspector toured the building and examined a range of records relating to the care and management of the home. JUDGEMENT – we looked at outcomes for the following standard(s): 6 Care plans do not provide detailed information on how the needs of service users will be met. EVIDENCE: The home still needs to further develop the care plans so that they provide more detailed information on the needs of service users. Senior staff explained that they were still in the process of developing programme plans for service users. JUDGEMENT – we looked at outcomes for the following standard(s): 13 15 16 Service users are supported to participate in the local community and they have relationships with family and other people who are significant to them. Service users are supported to take responsibility for their own lives. EVIDENCE: The staff at the home commented that service users attend day centres. Service users confirmed this and felt that it was good. The inspector was able to confirm by talking with service users and staff that trips to local shops, the cinema and the pub were arranged. Staff explained that having enough support to assist service users was an issue due to the shortage of staff. A recruitment drive is being undertaken to address this. Service users spoken to felt that they were treated with respect. The inspector observed staff offering and respecting the choices made by service users. Service users are involved in the planning of menus. Staff spoken to understand the ways that individual service users communicate their preferences and wishes. JUDGEMENT – we looked at outcomes for the following standard(s): 24 The home is in need of redecoration in order to ensure that it provides a homely environment for service users to live in. EVIDENCE: The inspector toured the building and found that the paintwork in the communal areas was cracked and chipped. The carpet on the first floor landing was worn and needs replacing. JUDGEMENT – we looked at outcomes for the following standard(s): 33 35 Staff need to be recruited to ensure that there are sufficient staff to support service users at all times. Staff do have all the skills to meet the needs of service users. EVIDENCE: The inspector spoke with staff who explained that staff still need to be recruited for the home. This causes shortages of staff when trying to plan activities. Senior staff did confirm that recruitment of staff had begun. Staff spoken to confirmed that they had training on food hygiene. Certificates were seen for this and other training that confirmed that staff are receiving the necessary training.
