What the care home does well

Meteor Rest Home provides the residents with a comfortable well decorated and furnished environment, which generates a homely atmosphere. Residents were well groomed and their comments about the service they received were very positive. Visitors commented that they were always made welcome, kept up to date with their relatives` condition and spoke highly of the manager, the staff and the care they provided. The quality of food provided was highlighted by the residents and their relatives.

What has improved since the last inspection?

The home has updated its Statement of Purpose. Medication issues identified at the previous inspection have been addressed.

What the care home could do better:

The home`s care planning procedures require development to ensure residents assessed needs are clearly identified and instructions to staff are clear and concise avoiding generalisations.

Date of last inspection 29th November 2004 Brief Description of the Service: Meteor Rest Home is owned and run by Mr and Mrs Joysury. Mr Joysury is the registered person and registered manager. The home is a large house set in a residential area of Westcliff on Sea. It is not too far from the seafront and is close to local amenities including shops and Westcliff railway station. Meteor Rest Home provides care and accommodation for fifteen service users. Within this number the home is registered to provide care for five service users who suffer from dementia. The home is maintained to a good standard. The accommodation is on two floors. There is a shaft lift to the first floor, enabling service users to access to all the areas. The home has eleven single and two double bedrooms. There are two lounges and two dining areas. The home has a garden area to the rear of the building. Limited parking is available at the front of the building. Parking is also available on Meteor Road. This was a routine unannounced inspection that took place on 9th August 2005 lasting 6.3 hours. The inspection process included; a tour of the building, discussion with the proprietor/manager and deputy manager, two members of staff, three residents, five visiting relatives and inspection of a sample of policies and records. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1-5 The admission process is well managed and residents and their families are given clear information regarding the home. EVIDENCE: Copies of the home’s Statement of Purpose and Service Users Guide were displayed in the home together with previous inspection reports. Each resident has been issued with an appropriate terms and conditions of residence. The manager described a thorough admission process through which he assessed whether the home could meet an individual’s needs. Residents and their relatives confirmed that they visited the home before making a decision. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7-11 Residents are well looked after in respect of their health and personal care needs. Further attention needs to be given to the development of the care plans. EVIDENCE: Care plans were in place for all service users. Although they were seen to cover all residents assessed needs, they were lacking in detail. Care needs were not comprehensively identified and information for staff to meet those needs required to be more specific to avoid confusion. Advice was given. Meteor Rest Home provides a good level of health care monitoring and support. Relatives spoken with confirmed that they were always kept up to date with their resident’s condition. Medication procedures were satisfactory. However, the home should discuss some confusing labelling with their community pharmacist. Residents spoken with said they were well cared for and staff were very respectful. The home has comprehensive policies and practices in place regarding caring for residents who are terminally ill and he home supports residents to remain in the home wherever possible. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12-15 Daily routines were generally flexible, visiting arrangements were open and relaxed. The home supplied a good quality of food, which provided a well balanced diet that met individual needs. EVIDENCE: Staff undertake activities with residents both individually and as a group. Residents spoken with said they enjoyed the activities and could join in if they wished. Visitors to the home were very complimentary about the home and said they are always made welcome. They said that particular strengths of the home were the relaxed homely atmosphere and the friendly and helpful staff. All the residents spoken with were very positive about the meals provided. Menus demonstrated a wide range of nourishing meals. Nutrition records evidenced that residents can choose alternative meals to those on the menu, if they wish. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16-18 Arrangements for protecting residents and responding to their concerns were satisfactory. EVIDENCE: The home has a clear complaints procedure. No complaints have been received by the home. All service users are included in the voters register; however, the manager stated that none wanted to vote at the last election. The home has its own policies and procedures in place for the protection of vulnerable adults. A copy of the Southend on Sea protection of vulnerable adults procedure was available. All staff have received training in adult protection issues. Those staff spoken with said they found the training good and very useful. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19-21, 24-26 The home provides a well maintained environment that is accessible to service users, homely and meets individual needs. EVIDENCE: In general the home was found to be well maintained, furnished and decorated to a good standard. A secure garden with seating is accessible for service users. There is sufficient communal space including two large lounges and two dining areas available. Bedrooms seen were all fitted with locks, well furnished and decorated and evidenced personal possessions. Privacy screening is provided to the home’s two shared rooms. There are adequate communal toilets and adapted bathrooms. The home was seen to be clean and tidy throughout and free from odour. The home has a small but sufficient laundry area. Service users needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27,28,30 Staff at the home are well trained, supported and employed in sufficient numbers to meet the residents needs. EVIDENCE: The home continues to meet the staffing levels agreed by the previous registering authority. Both proprietors work full time in the home as manager and deputy manager. The home benefits from a core stable group of staff who are knowledgeable of the residents’ needs. Four staff have achieved NVQ Level 2 and one member of staff is training at NVQ Level 3. Staff spoken with felt they had a good staff team who work together well. The home’s staff induction process complies with The National Training Organisation Standards. Staff training is ongoing and evidenced staff receiving training for dementia. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31-33, 36-38 The home is managed effectively and staff well supervised and supported by the proprietor/manager. EVIDENCE: The registered proprietor/manager is a registered nurse, has a degree in Social Health Care and has achieved the Registered Manager’s award. He has been running the home for over sixteen years. He is experienced and competent in all aspects of managing the home. Staff spoken with said he was easy to approach and very supportive. Quality assurance systems are in place. An external company has completed a quality audit. Staff supervision takes place on a two monthly basis. Further development of the staff supervision was discussed with the manager. Records seen were generally well kept and securely stored. Safety Certificates for services and equipment were in place and regular checks made for health and safety issues.
