This inspection was carried out on 24th November 2005.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Medication is stored and administered appropriately. All medication is administered by staff qualified to do so. The home keeps a clear record of all medication in the home. Each of the residents files examined contained detailed information relating to social needs. A number of activities were planned for the Christmas period. The organisation monitors the home on a regular basis, ensuring that the care provided is improved as necessary to meet the residents needs.

What has improved since the last inspection?

Since the last inspection the manager has improved the care plans and risk assessments, ensuring that detailed information is available for the staff. Residents or their relatives are involved with the care planning. Regular financial audits are carried out to ensure that finances remain accurate. The manager has addressed cleanliness issues and is updating areas of the home as necessary.

What the care home could do better:

Staff are aware of the social needs of the residents, however on the day of inspection they did not appear to be aware of the importance of meeting these needs.Staff records or copies of staff records need to be kept at the home. Staff need to receive 1:1 supervision with their line manager on a regular basis, at least 6 times per year.

Date of last inspection Brief Description of the Service: Village View Care Home with Nursing is a purpose built Home providing nursing care for 40 Older People. The Home is located close to one other care home owned by the same company.The Home has recently had a change of providers, the new provider being Rushcliffe Care.The Home has 32 single and 4 double bedrooms, located on the ground and first floor. A number of bedrooms have en-suite facilities. Access to the first floor is by the staircases or via a passenger lift. Village View is approximately three miles from Derby city centre, and is close to local shops and facilities. The home has a large lounge and adjoining dining area on the ground floor, and a lounge on the first floor. The Home has a smoking area and a small garden for Service Users. Information for this report was gathered by speaking with residents, the manager and the new senior manager. This is the first inspection since Rushcliffe Care became the registered providers. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Appropriate storage and recording of medication ensures the safety of the residents. EVIDENCE: The home has a policy and procedure for the administration of medication. All files examined had detailed information regarding the residents’ medication and what it is given for. Registered nurses administer medication. The home documents all medication received, administered and returned, appropriately. All controlled medication is documented and stored properly. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13 Detailed information relating to social needs assists staff to meet residents needs, however staff not realising the importance potentially means needs are not met. EVIDENCE: Each file had a detailed assessment of need and a completed ‘Getting to know you’ document. This provides staff with detailed information relating to the social needs of the residents, therefore enabling staff to meet their needs. The home has a variety of events planned for the Christmas period. On the day of inspection one resident was wandering around the lounge looking for someone to play cards with, staff had little time to both communicate with her and to sit down to play cards. This was discussed with the manager at feedback, who intended to address it. Relatives were visiting the home throughout the inspection and were made welcome by the staff. The home places no restrictions on visiting. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 29 EVIDENCE: The inspector was unable to assess standard 29 as staff records are currently not kept in the home. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33,36 Regular monitoring of the service enables the manager to make positive changes as necessary and continually improve the service to meet the needs of the residents. EVIDENCE: The Senior Management team provide a great deal of support for the manager. The Senior Management team monitor the home on a regular basis, Regulation 26 visits with reports, Health & Safety monitoring, financial records. The manager monitors financial records, care plans and medical notes. The manager has started to carry out supervisions with staff, however they are still not meeting the National Minimum Standard of 6 per year. The manager stated that she does intend to address this. The Registered Provider(s) must comply with the given timescales.
