Conditions of registration: Date of last inspection 6th September 2005 Brief Description of the Service: Olivemede is situated at the end of a cul-de-sac in a residential area of Yaxley. The home is within walking distance of local shops, pubs and public transport to Peterborough. Built in the 1970s, the home offers accommodation to 34 older people, on two floors. Major refurbishment and building work has resulted in all single bedrooms with ensuite facilities and additional and upgraded communal rooms. A day centre used by the local community is attached, and the home is surrounded by large garden areas. Peterborough city centre is within a short drive, and the city has good road and rail links to local towns and major cities. The charges range from £351 to £467 per week. This is an overview of what the inspector found during the inspection. Regulation Inspector, Andy Green undertook this unannounced inspection on 19th March 2007. The inspector met with the manager, members of care staff, the administrator and service users to gather views regarding the services offered in the home. A number of records were inspected including care plans, training records and staff files. A tour of the building and grounds was also undertaken. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 3,6 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home produces information to ensure that prospective service users can decide if they wish to live in the home. Assessments are in place to make sure that that the care needs of new service users can be met. EVIDENCE: The home continues to receive detailed assessment information from the local authority and a copy of the care plan. For those individuals who are selffunding the manager and assistant manager carry out a needs assessment using the home’s own assessment form. There is currently one vacancy and referrals are being considered. Prospective service users and their family/relatives continue to be encouraged to visit the home as part the assessment process to ensure that the service users need’s can be fully assessed. This also gives the person a chance to experience life in the home. An overnight stay can be arranged if a bedroom is available. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9,10,11 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users receive appropriate health and personal care to meet their assessed needs. Medication administered in the home is recorded accurately. EVIDENCE: Three service user files were inspected and they are recorded in good detail to ensure needs are being met. Changes in care are clearly documented with evidence that reviews are carried out on a monthly basis with any changes clearly recorded in the care plan. Daily care notes are accurately recorded. The manager stated that a variety of healthcare professionals continue to visit the home on a regular basis and these include district nurses, nutritionist, chiropodist, CPN’s, Social workers, GPs, and a continence advisor. Their visits are recorded in individual service user’s care plans. The home is committed to the prevention of pressure sores and there are a supply of appropriate mattresses and cushions. There are currently no service users with pressure sores. The home has recently been in discussion with district nurses regarding the delegated nursing task of administering insulin injections for two service users. However, after discussion with one of the district nurses the manager has

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14,15 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Staff provide appropriate support to ensure that service users have access to activities appropriate to their needs. EVIDENCE: The manager stated that there are a range of activities provided in the home including monthly music entertainment, coffee mornings, bingo, religious services and individual visits from ministers. A hairdresser makes regular visits and nail care treatment is also offered. The manager stated that a number of day trips are organised to shopping centres and to local theatres. A number of service users have been to a local circus, pantomime, garden centres and pub lunches during the last year. There is a notice board displaying events for service users and participation in activities is recorded in individual files. An Easter raffle is being organised and was displayed near to the front entrance. A number of service users continue to attend the nearby day service. Following discussion with the manager, regarding the home’s transport, it is recommended that a more suitable vehicle be purchased so that wheelchair users in the home can access the community. The manager stated that she would discuss this issue with the provider for further action.

Snacks and drinks are also available at all times during the day. Service users met during the inspection confirmed the provided in the home was of good quality with choices offered. Service users were complimentary about the services they received and felt appropriately supported by a friendly and caring staff team. JUDGEMENT – we looked at outcomes for the following standard(s): 16,18 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home has a clear complaints procedure to make sure that service users have their complaints or concerns listened to and acted upon properly. EVIDENCE: The home has a clear complaints procedure including agreed timescales to ensure that all complaints are investigated and actioned appropriately. The home has not received any complaints since the last inspection. CSCI has also not received any complaints regarding the home. Relatives are made aware of the complaints procedure to ensure that any concerns can be raised and dealt with appropriately by the manager. The home has a satisfactory policy regarding Adult Protection, which is in line with the Local Authority policies. Staff continue to receive updates regarding training in the protection of vulnerable adults so that service users are protected from abuse. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20,21,24,26 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home provides appropriate premises and accommodation to meet the service user’s needs. Service user’s bedrooms are presented in a style to reflect individual preferences and wishes. EVIDENCE: Olivemede DS0000015190.V322530.R01.S.doc Version 5.2 Page 14 Refurbishments to all bedrooms have been completed since the last inspection and two remaining bedrooms are being completed. All bedrooms are ensuite. An improved toilet facility has been created on the ground floor. All areas of the home have had new floor covering apart from the front reception area and plans are in place to complete this soon. The completed refurbishments give a far more homely, comfortable and noninstitutional presentation. The home was clean and tidy and free from odours. The gardens are well maintained and accessible to service users and their visitors. It was recommended that more seating in the garden and flowerbeds would be beneficial. The manager agreed to action this in consultation with service users and the provider. A new digital weighing machine, which is used in conjunction with a hoist, has been purchased. This is a useful addition especially for service users with mobility difficulties. It was noted that repairs to the large upstairs window, door and the vent from the tumble dryer have been completed as outlined in the last inspection of the home. ensure that repairs would be given priority and actioned within the month Olivemede DS0000015190.V322530.R01.S.doc Version 5.2 Page 15 Staffing

Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29,30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home’s recruitment policy and processes ensure that service users are protected from harm. Care staff receive training to ensure that they are competent to deliver care to service users. EVIDENCE: The home has two vacancies for care staff. The manager stated that two carers have been appointed but CRB checks are awaited before they commence employment in the home. All staff are issued with contracts, detailed job descriptions and clear details of their areas of responsibility. Three members of staff’s files were seen and they contained appropriate information including their application form, two references and evidence of a satisfactory POVA/CRB checks. The application form has been developed to provide more detail regarding the applicant’s previous employment and experience. The home’s training continues to be effectively organised by the organisations Training Co-ordinator who arranges inductions and updates in mandatory and client specific courses. NVQ training is well established in the home and 55 of staff has completed NVQ at either level 2 or 3. Evidence of individual training was including dates for refreshers/updates r to ensure continuing safe practice. Four members of care staff were interviewed and they confirmed that they received a thorough induction and detailed training throughout the year.

Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 31,33,35,36,38 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home is well managed and the manager provides supportive leadership and guidance to staff to ensure that service users receive a good and safe standard of care. EVIDENCE: The registered manager continues to provide a clear and supportive style of management. She is also receives regular support by the Providers, Training Co-ordinator and Business Manager. Staff members confirmed that they felt well supported by the management team in the home. Recorded supervision sessions are in place for all a staff to ensure that their practice and development needs are regularly monitored. Monthly staff meetings continue to be held with agendas and minutes provided so that staff can freely raise care issues and items of business.
