Conditions of registration: 2 service users may have a sensory impairment - imposed 13 February 2004 Date of last inspection 03/05 Brief Description of the Service: 0rchard Cottage is a large older style two story detached house providing care and accommodation for three adults with learning difficulties. However Orchard Cottage is now undergoing a full refurbishment and the three service users and the staff members have moved into temporary accomodation whilst the refurbishment is being carried out. The purpose of this inspection was to ascertain whether thr health and saftey of the service users was compliant with the Care Standards Act. This is an overview of what the inspector found during the inspection. This was an unannounced inspection at the temporary home of the service users whose own home is being totally refurbished. The inspector found the service users very happy and comfortable in their new home. Every member of staff was helpful and cheerful and responded to the service users. All service users had risk assessments undertaken for areas such as bathrooms, stairs, kitchens, gardens, hot water systems so they were able to take action to prevent service users suffering any mishaps. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,12, Despite having to move houses the service users are still able to continue the lifestyle which has promoted a high standard of care and activities. EVIDENCE: The service users still have the opportunities for personal development in the temporary home as they are still able to continue all the activities they previously undertook before they moved. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18,19. The home provides a high standard of personal and healthcare support. EVIDENCE: Although the service users have moved to the Bromley area the doctor, dentist, chemist have continued to give the service users the benefit of their services. One service user had to go into hospital as she was very ill and all the staff took turns to stay with her so that they could interpret for her when medical staff asked her questions. All staff received the congratulations and thanks for their help from the hospital staff. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,27,30. The temporary home is enjoyed by residents and staff and it provides a safe environment for all who live and work within the home. EVIDENCE: Although this home is a temporary one the service users feel very comfortable and at home. Their bedrooms are very personalised with all their possessions around them. The service users are very proud of their rooms. The service users live in a very homely, comfortable and safe environment. There are sufficient toilets and bathrooms to meet the needs of all service users. JUDGEMENT – we looked at outcomes for standard(s) 36 Staff received training so they can meet the needs of the service users and are able to support them to achieve a high standard of care. EVIDENCE: The staff working at the home are very attentive to the needs of service users especially as they are working in a temporary home there are always two staff on duty when service the service users are in situ. At night there is a waking night staff on duty in case the service users wakeup and need help. All staff receive induction training before commencing work with the service users and have more training as and when required. JUDGEMENT – we looked at outcomes for standard(s) 40,42, The manager and staff place the service users best interests at the forefront of their care. EVIDENCE: The service users best interests are always in the forefront of their care. When talking to one of the residents she stated she likes living at the temporary home and showed the inspector where she had planted some flowers in pots to make the garden look nice .Before and after moving, risk assessments had been undertaken on all areas in the home such as going up and down the stairs, all areas where hot water is involved, a no smoking policy and having waking night staff on duty.
