Date of last inspection Brief description of the care home Osborne House is registered with the Commission for Social Care Inspection to provide a personal care service for up to 26 persons with dementia. The home is a pleasant Care Homes for Older People
Page 2 of 10 period building with panoramic views over the Bristol Channel. It has three floors and twenty-two bedrooms, two of which are shared. At present the home can take up to 24 persons. There is a call system throughout the home. There is a conservatory, dining room and two good-sized lounges. One room has en-suite facilities. There are ample assisted baths and communal showers and toilet facilities. Care Homes for Older People Page 3 of 10 What we found:
We looked at the care plans for three residents. These residents had been involved in a situation where one of them had sustained a head injury and a black eye. We found that the incident had been clearly recorded. We also looked at the record of past incidents of aggressive behaviour of two of the residents involved. We found that one resident was involved in more than one incident that may have put other residents at risk of possible harm. We discussed the incident with the manager and informed him that he must make a referral to the North Somerset Safeguarding Officer. He agreed to make the referral and carried out the telephone call immediately whilst we were still in the home. We also discussed the suitability of the placement for the one person involved as it appeared that staff were not managing their challenging behaviour, especially at night when there were only two members of staff in the home. The manager agreed to arrange a review of the persons care with their care manager. We looked at the satffing rota and discussed with the manager the statement in the regulation 37 form about only one member of staff being in the home between 7:00 pm and 7:20 pm on the day in question. This did not occur it must be noted when the incident between the three residents took place. We noted that a recruitment programme has been put in place and that extra staff are being employed. The manager also stated that the situation occured through a mis-understanding that the person leaving to collect children would be covered by another member of staff who did not turn up until reminded by telephone. The manager must ensure that all medication received into the home is recorded in the appropriate place. The provider must arrange for regular servicing of the hoist used by staff to lift residents. This is to ensure that people living in the home are protected from possible harm or abuse. 31/10/2008 2 27 18 The manager must ensure 31/10/2008 that there are adequate numbers of staff in the home at all times. This is to ensure that the safety of people living in the home and other staff are not put at risk.
