What the care home does well

It was previously shown that adequate information about the care home was available for people seeking to live at the care home. It was previously shown that there were robust systems, processes, policies and procedures to ensure that safe practices would be maintained. It is not possible to conclude what the outcomes for service users are as there are none in residence.

OP-5, LD(e)-5, MD(e)-5 All service users resident at the home must be fully ambulant and mobile. 19th September 2006 Date of last inspection Brief Description of the Service: The service will provide a range of care services to five older persons age range from 65 to 75 years old. The house is domestic in style and has been completed renovated to present as a care home meeting all needs of the service users and under specific regulations. The five bedrooms are large and are all fitted with sinks and vanity units, a phone point and a minimum of two double electrical socket points. The furniture currently provided in the rooms is neutral and of a good quality. The service users will be able to change the furniture if they wish and or bring their own into the home as desired. Each room has an Arial point. There are four bedrooms on the first floor and one bedroom on the ground floor. The home has a domestic kitchen and a lounge dinning room on the ground floor. There is additional seating for service users in an upstairs reading room. A laundry room is situated downstairs and comprises of suitable and adequate machinery to meet the needs of the proposed service users. The bathrooms are domestic in style; one is fitted with a bath and the other with a walk in shower. All flooring in the bathrooms is non-slip with a toilet and hand washing facilities in each. There is a large rear garden area and a patio area. A large garden shed houses all gardening equipment, which is maintained by a contractor. The lounge doors open up onto the rear garden patio area and a suitable pathway is laid to access the garden with ease. The fees for the home range from £1250 - £1750 per week. A letter was received in July 2007 informing CSCI that the above care home has no people living in it at present and will remain so until a new manager has been appointed. All registered services must be inspected and although no site visit has been made the contents of the following report are therefore based on past knowledge of the service. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 3 Quality in this outcome area is adequate. This judgement has been made using available evidence. Adequate information was shown to be available for prospective residents and their representatives, who were involved in the decision making process, ensuring that their needs can be met on admission to the home. EVIDENCE: At present there are no people living in the care home. As identified in the last inspection, there was adequate information available for prospective residents and their families to make a decision about the care home. A format for carrying out an assessment of needs has been developed for implementation when the service becomes operational. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9 and 10 Quality in this outcome area is adequate. This judgement has been made using available evidence. Proposed documents for the care plan were sufficient to identify service users’ needs and ensure that personal, social and health care needs were fully met. There was a policy and procedures for the safe handling, storing and administering of medicines in place which when followed would keep residents safe. EVIDENCE: It was noted in the last inspection that the care plans aimed to assess all areas of needs for people seeking to live at the care home and formed a holistic care plan document. The documents also encouraged residents to gain and develop greater independent living skills through on-going support and encouragement. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12 to 15 Quality in this outcome area is adequate. This judgement has been made using available evidence. The proposed activity provision appeared adequate to potentially meet the needs of service users, encouraging them to maintain contact with friends and family whilst exercising control over their lives. EVIDENCE: As stated in the last inspection report, the home would offer individual activities for each resident based on their assessment of needs, the individual’s likes and dislikes and aspirations. Proposed menus had been devised at the previous inspection to ensure that on admission of any service user, there would be adequate provision of food available to meet their dietary needs. A comprehensive complaints procedure was previously seen to be in place to ensure that all complaints were acted upon. Policies and procedures in relation to ‘safeguarding adults’ were also in place which when followed would ensure residents were protected from abuse. EVIDENCE: As reported in the last inspection a comprehensive complaints procedure was in place. The home had a copy of the Hertfordshire Safeguarding Adults Policy. EVIDENCE: As stated in the last inspection, the home has been completed refurbished and renovated to meet the required standards. The home was granted registration in April 2006. This judgement has been made using available evidence. The recruitment polices and procedures seen at the previous inspection when followed would ensure that residents will be protected. EVIDENCE: As stated in the last inspection report, the home has robust recruitment policies and procedures in place and adequate number of staff would be rostered to meet the needs of people living at the care home. It also stated that relevant training would be facilitated to support staff including the provision of induction and formal supervision. At present there is no registered manager and the providers are in the process of recruiting to fill the vacant post. Adequate systems and processes were in place to support the management team and to ensure that safe practices would be maintained when followed.
