Conditions of registration: 1. Residents must be aged under 65 years Date of last inspection 20th June 2005 Brief Description of the Service: Primrose Place is a Victorian style semi-detached house located in Handsworth Wood. It lies in a quiet residential neighbourhood, close to local amenities including shops, parks and bus routes. The service offers quality accommodation for up to five adults with sensory impairment and/or learning disabilities. There is a comfortable service users lounge with sensory equipment and large separate diningactivites room with a piano. There is a kitchen, which service users can access. A separate laundry room is at the rear of the kitchen. There are five single bedrooms, three of which have en-suite facilities. Those service users who dont have these facilities have access to a bathroom and separate toilet. Off road, Parking is available for one car at the front of the house. To the rear of the house is an easily accessible garden with a lawn, shrubs and trees. There is also an attractive blocked paved area leading to the summerhouse. The home is decorated in bright colours with touch indicators in the ledges and handrails to enable service users who are visually impaired to get around the premises. This is an overview of what the inspector found during the inspection. An unannounced inspection took place with two inspectors. Records pertaining to residents were sampled, including care plans, Quality Assurance, Risk assessments and Health and Safety. Discussions were held with the manager and staff. Many of the standard were measure at the last inspection. Therefore, the inspectors concentrated on Care records and Health and Safety. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 Primrose ensures information is clear and concise for staff to ensure resident’s needs are met. EVIDENCE: Information is recorded in care plans and assessed on a regular basis to ensure the needs of residents can be met more consistently. The records sampled showed good detail and staff said how easier they were to follow and gave details of any changes to residents’ needs or behaviour. The appropriate action is then taken. Residents are encouraged and supported to participate in activities of their choice. Staff demonstrated a good understanding of the emotional and identity needs of residents. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15, 16, 17 Residents maintain regular contact with family and friends. Choice and individual preferences are met. Residents are cared for respectfully and independence is promoted. Residents have a nutritional varied diet, which meets individual preferences and health requirements. EVIDENCE: Residents are able to make and express choices in their daily lives. Activities are encouraged and supported. Risk assessments are undertaken and managed. Primroses encourage and plan intellectually stimulation and creative activities. Resident have the choice to participate according to the capabilities. Meals are chosen by residents. Staff support resident to prepare and cook foods of their liking. Food stock is adequate and shopping is done weekly. Residents eat out and attend a day centre where meals are provided. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 The Health and Welfare of resident is maintained and independence promoted ensuring the individuality of each person. EVIDENCE: Healthcare needs of residents are closely monitored and reviewed. All residents have access to other healthcare professionals if required. Accurate records are maintained. Residents receive support with personal care and choose when they require assistance. The staff demonstrate good practice within the DOH white paper Valuing People Guide lines. There were records pertaining to regular visits to GPs, Dentist and Opticians. Residents choose who they want to support them and in a way that is acceptable to them. JUDGEMENT – we looked at outcomes for the following standard(s): 24, 30 Residents live in a homely and well-maintained environment. EVIDENCE: This time and at previous inspections the home was clean. Residents have their own bedrooms that are decorated to their personal taste. Primrose is decorated to a good standard with adaptations such as grab rails in the corridors and bath for easy access. Health and Safety arrangement are maintained and in date. EVIDENCE: Residents benefit from a caring and very experienced manager / owner. Individual needs are carefully assessed and staff are encouraged to offer support with a personalised approach to residents. Primrose is adequately maintained.
