CSCI found this care home to be providing an Good service.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Residents appeared to be appropriately dressed and the hairdresser was in attendance during our visit. Generally meals appeared adequate and appropriate and were well presented.

What the care home could do better:

Following lengthy discussions with the registered manager, some care staff and via telephone with the organisation`s chief operations manager, we issued four Immediate Requirement Notices around the following areas. Environment. Risk Assessments- to ensure the safety of all residents and staff. Staffing levels of both care and domestic staff. Activities - to ensure the stimulation and well being of all residents. Short timescales for compliance with these Immediate Requirements were given and the manager gave an undertaking that these would be complied with. A seperate urgent action letter has been sent to the registered providers to urgently address these areas of concern.

It is situated in a residential part of Hornchurch and is on a bus route to Romford, where there is a railway station. The home is owned by a private company, Aermid Health Care Ltd, who run other similar homes. The house was originally a purpose built childrens home, to which an extension, and loft conversion have been Care Homes for Older People Page 2 of 8 added. There are 20 single, and five double rooms, with the majority having either ensuite toilets, or one toilet shared by two rooms. The rooms are of varying sizes and shapes, but all are big enough for residents to have small personal possessions in place. The bedrooms are on all three floors, which are accessed by a lift and stairs. The dining room, lounge, and conservatory are on the ground floor, and the latter leads onto a patio and well-tended garden. Personal care is provided on a twenty-four hour basis, and health needs are met by visiting professionals. On the day of the inspection the range of fees for the home was between #404.00 and #550.00 per week. Care Homes for Older People Page 3 of 8 What we found: The inspection was a random unannounced visit following concerns raised by the London Borough of Havering following their visit to the care home the previous day. On our arrival at 11:30am we found many parts of the home to be in a poor state of cleanliness; inadequate staffing, both care and domestic staff to ensure the safety and well being of the residents; lack of suitable stimulating activities for residents, many of whom were sat slumped in lounge chairs or unsupervised in the dining area; inadequate or no risk assessments. They may not have been looked at during this inspection, as a random inspection is short and focussed. The registered person must take the necessary action to comply with these requirements within the timescales set. No. Standard Regulation Requirement Timescale for action 1 30 12(1)(a)(b) All staff must be up to date 20/02/2008 with their mandatory training to ensure residents continue to receive care as is reasonable to meet their needs. 2 36 18(2) Formal supervision sessions 20/02/2008 must be held with all care staff at least six times a year for the delivery of good quality services. The registered person had to meet these within 48 hours. No. Standard Regulation Requirement Timescale for action 1 7 13 The registered persons shall 28/11/2008 ensure that unnecessary risks to the health or safety of service users are identified and so far as possible eliminated. All residents especially those exhibiting challenging behaviour detrimental to other residents and staff must have an appropriate risk assessment in place. This will ensure the safeguarding of residents and staff. 2 12 16 The registered persons shall consult service users about the programme of activities arranged by or on behalf of the care home, and provide facilities for recreation including having regard to the needs of service users, activities in relation to recreation. To provide a programme of activities appropriate to the needs of all service users to ensure their stimulation and engagement with the environment and people around them. 03/12/2008 3 19 23 The registered persons shall ensure that all parts of the care home are kept clean and reasonably decorated. 28/11/2008 Care Homes for Older People Page 6 of 8 All parts of the care home must be kept clean at all times with particular regard to carpets in the communal areas for the benefit of the residents. 4 27 18 The registered persons shall 28/11/2008 ensure that at all times suitably qualified, competent and experienced persons are working at the care home in such numbers as are appropriate for the health and welfare of service users. Suitable qualified, competent and experienced persons must be employed in such numbers to ensure the safety and protection of all residents in each 24 hour period.
